TEMPORARY ON-SALE LIQUOR LICENSE FOR LAKEVILLE LIONS
PAN-O-PROG EVENTS
Proposed Action
Staff recommends adoption of the following motion: Move to approve the issuance of a
temporary on-sale liquor license to the Lakeville Lions Club.
Overview
The Lions would like to hold their annual Beer, Brats and Bingo event on Thursday, July 7,
which includes bingo and the outside service of beer. The event is to be held at the Lakeville
Area Arts Center. A site plan has been provided with the application that shows the layout of
the fenced in areas, the tent locations, and the food/alcohol distribution area.
The Lions would also like to hold similar events at the Arts Center on Friday and Saturday,
including a beer battle event, similar to what was held two years ago. Only persons age 21 or
over will be allowed to attend. The Lions have provided a certificate of liability insurance
naming the City of Lakeville as additional insured.
The Lakeville Police Department has no objection to the issuance of a temporary on-sale
liquor license, subject to the attached stipulations.

Stipulations
Fencing will be erected around the site per the submitted site plan.
Portable toilets listed and placed per the submitted application and site plan
Notification, via letter, to surrounding neighbors expected to be impacted by the
event advising them of the dates and times of the event and what to expect
Controlled access to the event with Lion’s security personnel to identify and wrist
band those of legal age to consume
Beer, Brats and Bingo event held on Thursday, July 7, is a family event. Persons under
21 years of age are allowed to attend. Persons of legal drinking age must wear a wrist
band, and only persons wearing a band will be allowed to purchase or consume
alcohol.
The events on Friday, July 8 and Saturday, July 9 are “21 and over” events. No one
under the age of 21 is allowed inside.
All outdoor live music will be done by midnight on Friday, July 8 and Saturday, July 9.
All outside alcohol service will cease at midnight on Thursday, July 7.

Lion’s security will assist the Police Department in clearing the establishment each
night at closing time. The closing time should be prominently displayed throughout,
so there is no confusion at the end of the evening when patrons are asked to leave.
For all events, the Lions will hire uniformed police officers and reserves to supplement
their security staff as required by the police department upon review of the final event
plans. Monitoring of those consuming alcohol will be done by members of the
Lakeville Lions Club and the Lakeville police officers who have been hired to assist
with oversight of the event.
The Police Chief, Fire Chief or designee has the ability to direct the event manager to
control the level of noise and/or terminate the event at any time.
Submit tent plan to Fire Inspector and comply with fire code requirements.
