RESOLUTION TO AUTHORIZE THE PREPARATION OF A FEASIBILITY REPORT
FOR THE 2017 STREET RECONSTRUCTION PROJECT, CITY PROJECT NO. 17-02
Proposed Action
Staff recommends adoption of the following motion: Approve a resolution authorizing WSB &
Associates to prepare an engineering feasibility report for the 2017 Street Reconstruction
Project, City Improvement Project 17-02.
Overview
The City has an established Pavement Management Program to rate pavement condition and
guide long-term infrastructure management. From the pavement ratings, the City has
developed an annual street reconstruction plan as part of its 5-year Capital Improvement Plan.
The streets recommended for reconstruction in 2017 show significant surface distresses and
failures in the asphalt. The estimated project cost is $9,381,850.
Staff conducted a neighborhood meeting for the project on Thursday, June 23, 2016.
Approximately 71 property owners attended this first meeting.
Proposed project financing is through bonds issued under Minnesota Statutes, Chapter 429,
for local improvements. A portion of the total project cost will be assessed to the property
owners abutting the identified streets. The engineering feasibility report is required under
Chapter 429 prior to adopting a resolution ordering the improvement.
Primary Issues to Consider
• Could some property owners oppose the proposed assessments for the street
reconstruction project, and question the need for the proposed improvements? Yes, and
City Staff has worked to address all questions and concerns from residents regarding the
timing of and the need for the project.

RESOLUTION TO AUTHORIZE WSB & ASSOCIATES TO PREPARE A
FEASIBILITY REPORT FOR THE 2017 STREET RECONSTRUCTION
PROJECT
WHEREAS , the pavement within portions of Argonne Estates, Argonne Estates 2 nd
Addition, Argonne Farms, Barrett 1 st – 3rd Additions, Forest Hills, Lakeville MotoPrimo,
Lynwood North, Lynwood North 4th, 5th and 7th Additions, Lynwood South, Ridgeview
First Addition, Ridgeview Second Addition, Rock Ridge First Addition, Rock Ridge
Second Addition, Rock Ridge Third Addition, Rolling Knolls, Rolling Knolls Plat Two,
Rolling Oaks South, Rolling Oaks South Plat Two, Rolling Oaks South Plat Three, Rolling
Oaks South Plat Four, Rolling Oaks South Plat Five, Rolling Oaks South Plat Six, Rolling
Oaks South Plat Seven, Rolling Oaks South Plat Eight, Stonebriar, Stonebriar 2 nd Addition,
Timber Ridge, and Timber Ridge South has reached the end of its lifespan and is
programmed to be reconstructed in the City’s 2016-2020 Capital Improvement Plan; and
WHEREAS , the City of Lakeville wishes to finance a portion of the project
through special assessments; and
WHEREAS, a feasibility report is required under MN Stat. Chapter 429 for this
local improvement;
NOW THEREFORE BE IT RESOLVED , by the City Council of the City of
Lakeville, that WSB & Associates, Inc. is hereby authorized to prepare an engineering
feasibility report for the 2017 Street Reconstruction Project, City Improvement Project 17-
02.
ADOPTED by the Lakeville City Council this 5th day of July, 2016.
