8. Christian Heritage Academy
Chair Swenson opened the public hearing to consider the application of APPRO
Development for a conditional use permit (CUP) to allow the construction of
Christian Heritage Academy, a private elementary and middle school, on the
Crossroads Church property, located at 17671 Glacier Way.
Jack Matasosky with APPRO Development presented an overview of their request.
Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated
APPRO Development, on behalf of Christian Heritage Academy, is requesting a
CUP to allow the construction of a 28,444 square foot elementary and middle school
to the west of the existing Crossroads Church with a corridor connection between
the two buildings. The project is proposed to include 12 classrooms, library,
gymnasium, kitchen, and office space.
Ms. Jenson reviewed the performance standards according to the Zoning
Ordinance, which are listed in detail in the June 30, 2016 planning report.
Ms. Jenson reviewed the parking requirements including the current church and pre-
school along with the proposed school. The parking provided will exceed Zoning
Ordinance requirements.
Trails/sidewalks and landscaping were reviewed along with the building elevations
and exterior building materials, all of which meet the Zoning Ordinance
requirements. All mechanical equipment for the school is proposed to be located on
the roof of the building. Screening of the units will be required if the units are visible
from the property perimeter or if the units are moved to ground level.
Ms. Jenson stated that Planning Department staff recommends approval of the
Christian Heritage Academy conditional use permit, and adoption of the Findings of

Fact dated July 21, 2016, subject to the three stipulations listed in the July 13, 2016
planning report.
Chair Swenson opened the hearing to the public for comment.
There were no comments from the audience.
Motion was made by Lillehei, seconded by Drotning to close the public
hearing at 8:26 p.m.
Voice vote was taken on the motion. Ayes – unanimous
Chair Swenson asked for comments from the Planning Commission. Discussion
points included:
Commissioner Drotning pointed out there was a master plan for this site a
number of years ago, and ultimately it is nice to see the project come together
consistent with the original plan.
Commissioners Lillehei and Swenson admired the property for its dual
purpose on the same property.
Motion was made by Kelvie, seconded by Einck to recommend to City Council
approval of the Christian Heritage Academy conditional use permit to allow the
construction of Christian Heritage Academy, a private elementary and middle school,
on the Crossroads Church property, located at 17671 Glacier Way, and adoption of
the Findings of Fact dated July 21, 2016, subject to the following stipulations:
1. The recommendations listed in the July 13, 2016 engineering report.
2. The site plan and building addition shall be developed in accordance with the
plans approved by the City Council.
3. Landscaping shall be installed consistent with the approved landscape plan. A
$5,000 escrow shall be submitted with the building permit application to
guarantee installation of the approved landscaping.
4. A building permit is required prior to commencing construction. The construction
shall be completed in accordance with the approval of the Building Official and
Fire Marshal.
5. A sign permit is required prior to the installation of any signs.

INTRODUCTION
Appro Development, on behalf of Christian Heritage Academy, is requesting a conditional
use permit to allow the construction of a private elementary and middle school at
Crossroads Church, located at 17671 Glacier Way. The proposed school will be just over
28,000 square feet and located west of the church building.
The subject property is zoned PUD, Planned Unit Development with RM-1, Medium
Density Residential District as the underlying zoning. Section 11-58-9D of the Zoning
Ordinance allows private elementary and middle schools by conditional use permit.

SITE ANALYSIS
The applicant proposes a 28,444 square foot school to the west of the existing Crossroads
Church facility, with a corridor connection between the two buildings. Christian Heritage
Academy will be constructed south of the existing church parking lot in an open area of
the subject property that is currently grass. The project includes 12 classrooms, library,
gymnasium, kitchen, and office space. The existing Crossroads Church is a 17,500 square
foot facility. A CUP for the construction of Crossroads Church was approved by the City
Council in 2003 and a CUP for Four Square Preschool and Daycare to serve 84 children was
approved by the City Council in 2012. In 2015 the capacity for Four Square was increased
to 96 children.
The proposed Christian Heritage Academy school was reviewed for conformance with
Zoning Ordinance performance standards as follows:
Surrounding Land Uses and Zoning
North – Existing church parking lot, 175th Street, Crossroads East commercial development
(PUD)
South – Glasgow Avenue, Crossroads Senior Housing (PUD)
East – Crossroads Church (PUD)
West – Crossroads Commercial development (PUD)
Building Setbacks. The existing building meets all setback requirements of the RM-1
District of:
Front – 30 feet
Side – 10 feet, 20 feet on the side yard abutting a public right of way
Rear – 30 feet
The proposed building addition will have the following setbacks:
Front (Glacier Way) – approx. 300 feet
Side ( 175th Street) –46 feet
Rear (Glasgow Avenue) – 65 feet
Building Height. The proposed school is a single story structure. The classroom and office
portion of the building will be at a height of 16 feet while the gymnasium will have a
height of 30 feet. The building will not exceed the maximum building height of 35 feet
allowed in the RM-1 District.
Floor Plan. The floor plan for the school building includes classrooms, multi-purpose
rooms, offices, a library, and a gymnasium. The plans also identify future expansions of the
classroom wing, gymnasium and office area.
Access and Circulation. The property access will remain unaffected by the proposed
school construction. The site is accessed via two driveways – one on Glacier Way and
another on 175th Street.
Parking. According to Christian Heritage Academy, the school has 105 students in Pre-K to
8th Grade. The Zoning Ordinance requires one parking space per seven students, which
equals 15 required parking spaces. While not planned at this time, the location of the

school on the site does allow for a future expansion, which would increase the school
capacity to approximately 150 students (21 required parking spaces.)
The CUP approved for Crossroads Church noted that the sanctuary seats 394 people, which
requires 132 parking spaces (one space per three seats). Four Square Preschool and
Daycare has a parking requirement of 24 parking spaces (one space per four persons of
licensed capacity). With the required spaces for Christian Heritage Academy, there are a
total of 177 required parking spaces. The school and daycare’s hours are similar (Monday
through Friday days) and generally offset from the peak hours for the church (Sundays,
Wednesday evenings).
The existing parking lot has 268 spaces, six of which are handicap accessible spaces. Six
vehicle spaces will be re-purposed to serve as bus parking spaces to serve students that
use bus transportation to and from Christian Heritage Academy. The parking provided (262
spaces) exceeds Zoning Ordinance requirements.
The drive aisle at the front of the church and proposed school is over 40 feet in width. The
site plan shows vehicles parked on either side of the main drive aisle to allow for parent
pick-up/drop-off of students. The width of the drive aisle will still allow vehicles to pass
through the drive aisle even if parked cars are located on either side of the drive.
Trails and Sidewalks. Sidewalks currently exist around the perimeter of the Crossroads
Church site along Glacier Way, Glasgow Avenue, and 175th Street. There is also an existing
sidewalk located at the front entrance of the church that extends along the parking lot to
each driveway entrance, providing pedestrian access from the perimeter sidewalks. This
sidewalk will be maintained and provide access to the front of the school.
The perimeter parking lot sidewalk will be adjusted for the parking lot reconfiguration.
These areas will be used as bus and parent drop-off/pick-up areas as well as provide
pedestrian connections between Gerdine Path and the front of the school. The existing
sidewalk in the southeast corner of the site will connect to the new sidewalk around the
reconfigured parking area.
Building Elevations and Exterior Building Materials. The school is proposed to be
located west of the existing church and connected via a corridor. The primary exterior
material is an architectural precast panel with a thin brick finish. The top of each wall will
be trimmed with an architectural precast panel with an exposed aggregate finish. The
proposed materials and colors for the school building are complimentary to the materials
and colors used on the Crossroads Church building. Section 11-17-9 of the Zoning
Ordinance requires that institutional uses have an exterior finish of at least 65% Grade A
materials and/or integral color architecturally precast concrete panels with a form liner,
tooled, natural stone veneer, brick face and/or cast stone type finish and that not more
than 35% of the exterior be Grade B or C materials. Brick finish panels and glass satisfy the
Grade A materials requirement and the exposed aggregate precast panel is a Grade B
material. The proposed materials meet the requirements of the Zoning Ordinance.
Landscaping. A mix of deciduous and evergreen shrubs are proposed along the
foundation of the school building. Overstory trees are proposed to be planted along the
Glasgow Avenue side of the site to satisfy the requirement for perimeter landscaping.

Signs. The plans indicate a monument sign location at the corner of 175th Street and
Glasgow Avenue. The sign ordinance states that one sign is allowed per lot for residentially
zoned properties (this site has a base zoning of RM-1). Crossroads Church has an existing
monument sign at the corner of 175th Street and Glacier Way so a separate monument sign
for the school is not permitted by ordinance. Staff recommends that the school discuss
with the church modifying the existing monument sign to co-locate signs for both the
church and the school. A wall sign is also indicated on the plans on the front of the school
building. A sign permit is required prior to the installation of any signs.
Mechanical Equipment. All mechanical equipment for the school is proposed to be
located on the roof of the building. Exhibit G provides a variety of sightline views to
demonstrate that the units will not be visible from the property perimeter. Screening of
the units will be required if the units are visible from the property perimeter or if the units
are moved to ground level.
Lighting. Downcast lighting is proposed to be located on the exterior of the building and
the plan indicates that light levels at the property line will not exceed one foot candle as
required by the Zoning Ordinance. No additional lighting is proposed to be added to the
parking lot.
RECOMMENDATION
Planning Department staff recommends approval of the Christian Heritage Academy
conditional use permit subject to the following stipulations:
1. The recommendations listed in the July 13, 2016 engineering report.
2. The site plan and building addition shall be developed in accordance with the plans
approved by the City Council.
3. Landscaping shall be installed consistent with the approved landscape plan. A
$5,000 escrow shall be submitted with the building permit application to guarantee
installation of the approved landscaping.

BACKGROUND
Appro Development has submitted a Conditional Use Permit application to add a private K-8
school onto Lot 1, Block 2, Crossroads 1st Addition. The property is located west of and
adjacent to Glacier Way, east of and adjacent to Glasgow Avenue, and south of and adjacent
to 175th Street. The parcel is zoned PUD, Planned Unit Development.

Lot 1, Block 2, Crossroads 1st Addition currently contains a church building and parking lot
occupied by Crossroads Church. The property drains south and east to Glacier Way and
eventually to regional stormwater basins located in Outlot D and Outlot S, Crossroads 1st
Addition. Existing utility services connect the building to utilities within 175th Street and
Glacier Way. Street lights are located along all streets adjacent to site, and there is private
interior lighting within the parking lot.

The subject parcel contains existing drainage and utility easements, per the plat of Crossroads
1st Addition. These easements will remain and will not be impacted with the proposed site
plan.
SSIITTEE PPLLAANN RREEVVIIEEWW
Christian Heritage Academy proposes to construct a 28,444 square foot private school. The
school will connect to existing private sanitary sewer and water services within the site, and
to existing storm sewer within 175th Street. Private sidewalk on the site will remain to connect
the new school and existing church to Glacier Way and 175th Street.
The site plan includes modifications to the existing church parking lot to accommodate bus
parking and the pickup and drop-off of students. Existing full access driveways on 175th Street
and Glacier Way will remain. Turning movement templates were provided to demonstrate
that proper circulation can be attained throughout the parking lot.

The subject parcel is located west of and adjacent to Glacier Way, a minor collector roadway,
as identified in the City’s Transportation Plan. 80-feet to 100-feet of right-of-way was
dedicated for Glacier Way with the Crossroads 1st Addition plat. No additional right-of-way
will be dedicated at this time.
Glacier Way is currently constructed as a forty-four foot wide urban roadway consisting of one
lane in each direction and a shared center turn lane, with a dedicated left turn lane at 175th
Street. An 8-foot wide sidewalk is constructed along the west side of Glacier Way, and an 8-
foot wide bituminous trail is constructed along the east side of Glacier Way.
Glasgow Avenue
The subject parcel is located east of and adjacent to Glasgow Avenue, a local roadway, as
identified in the City’s Transportation Plan. 80-feet of right-of-way was dedicated for Glasgow
Avenue with the Crossroads 1st Addition plat. No additional right-of-way will be dedicated at
this time.

Construction traffic access and egress for site grading, utility and building construction shall
be restricted to the existing entrances off of Glacier Way and 175th Street.

The park dedication fee has been collected on the subject parcel with the Crossroads 1st
Addition plat.
A portion of the sidewalk on 175th Street will be removed and replaced as part of utility
construction for Christian Heritage Academy. There is no additional public trail or sidewalk
construction as a part of this application.
UUTTIILLIITTIIEESS
SSAANNIITTAARRYY SSEEWWEERR
The subject parcel is located within NC-20340 and NC-20360 of the North Creek sanitary
sewer district as identified in the City’s Comprehensive Sanitary Sewer Plan. Wastewater will
be conveyed via existing trunk sanitary sewer to the MCES Farmington Interceptor and
continue to the Empire Wastewater Treatment Facility. The downstream facilities have
sufficient capacity to serve the proposed commercial site plan.
An existing private sanitary sewer service, extended from sanitary sewer within 175th Street,
provides service to Lot 1, Block 2, Crossroads 1st Addition.
The Sanitary Sewer Availability Charge and Sanitary Sewer Connection Charge must be
collected prior to the issuance of the building permit.
WWAATTEERRMMAAIINN
Existing 12-inch public watermain extends adjacent to the subject parcel along Glacier Way,
Glasgow Avenue, and 175th Street. 8-inch private watermain services are extended in three
locations and looped within the site to service the existing building and hydrants. Service will
be provided to the proposed school from this looped service line.
DDRRAAIINNAAGGEE AANNDD GGRRAADDIINNGG
The subject parcel is located within subdistrict FO-2 and FO-3 of the Farmington Outlet
Stormwater District, as identified in the City’s Water Resources Management Plan.
The subject parcel was previously graded and improved with the Crossroads 1st Addition. The
site drains to the south and east to Glacier Way. Parking lot and roof runoff is conveyed via a
private storm sewer system to public storm sewer, which outlets to existing regional
stormwater basins.
The proposed site adds under an acre of impervious surface which is under the threshold of
the permitting requirements of the MPCA Construction General Permit with respect to the
water quality volume. The proposed stormwater management plan consists of two existing
publicly owned and maintained stormwater basins which drain through Farmington to the
Vermillion River.

The final grading plan must indicate any proposed borrow areas in which the building
footings will be placed on fill material. The grading specifications must indicate that all
embankments meet FHA/HUD 79G specifications. A final certificate of occupancy shall not be
issued until an as-built certified grading plan has been submitted and approved by the City
Engineer.
The proposed site plan and improvements contain more than one acre of site disturbance. A
National Pollution Discharge Elimination System General Stormwater Permit for construction
activity is required from the Minnesota Pollution Control Agency.
SSTTOORRMM SSEEWWEERR
No public storm sewer is proposed to be constructed in conjunction with the site plan
improvements. A private storm sewer system will be installed to convey the discharge from
the roof of the new school building to the existing storm sewer within 175th Street. A $3,000
escrow will be collected with the building permit to ensure proper connection into the
existing storm sewer catch basin and sidewalk restoration in conjunction with the connection.
The Trunk Storm Sewer Area Charge has been collected on the subject parcel and will not be
required with the site plan improvements.
WWEETTLLAANNDDSS
There are no wetlands on Lot 1, Block 2, Crossroads 1st Addition.
TTRREEEE PPRREESSEERRVVAATTIIOONN
There are several trees on Lot 1, Block 2, Crossroads 1st Addition. Trees damaged or removed
due to utility construction must be replaced by the developer.
EERROOSSIIOONN CCOONNTTRROOLL
The Developer is responsible for obtaining a MPCA Construction Permit for the site as well as
developing and maintaining the SWPPP throughout construction phase. The permit requires
that all erosion and sediment BMPs be clearly outlined in a site’s SWPPP. Changes made
throughout construction should be documented in the SWPPP.
Additional erosion control measures may be required during construction as deemed
necessary by City staff or the Dakota County Soil and Water District. Any additional measures
required shall be installed and maintained by the Developer.
RREECCOOMMMMEENNDDAATTIIOONN
Engineering recommends approval of the site plan, sediment, erosion control, and restoration
plan for Christian Heritage Academy, subject to the requirements and stipulations within this
report.
