HomeMy WebLinkAbout07-25-16 WSCITY OF LAKEVILLE CITY COUNCIL WORK SESSION MINUTES July 25, 2016 Mayor Little called the meeting to order at 6:02 p.m. in the City Hall Marion Conference Room. Members present: Mayor Little, Council Members Anderson, Davis, LaBeau, Swecker Members absent: None Staff present: Justin Miller, City Administrator; Allyn Kuennen, Assistant City Administrator; Chris Petree, Public Works Director; Dave Olson, Community & Economic Development Director; Jerilyn Erickson, Finance Director; John Hennen, Parks & Recreation Director; Zach Johnson, City Engineer; Tamara Wallace, Deputy City Clerk 2. Citizen Comments: None 3. Second Quarter Financials Ms. Erickson provided an overview of the second quarter financial report which included revenue and expenditure highlights on the General, Communications, Liquor, and Utility Operating Fund's as compared to the 2015 year. Council thanked staff for their efforts in ensuring the report was detailed, and for making the information available on the City's website. 4. Transportation Update Mr. Petree provided a brief transportation update which included the following construction projects: Dodd Boulevard reconstruction, realignment & intersection improvements at 172nd & County Road 5, County Road 50/ work with County consultant, 2015 & 2016 street reconstruction projects, the Holyoke Avenue improvement project, and an upcoming bid opening on August 8 for the demolition of seven properties along the CR 50 Corridor. 5. Draft CIP Review City Administrator Justin Miller opened explaining this review is taking place ahead of the budget to ensure staff has an accurate interpretation of the City Council's vision and priorities. This work session's agenda concentrated on the transportation, utility, and parks & recreation divisions, and included project descriptions, locations, revenues, and expenditures. Public Works Director Chris Petree and Parks & Recreation Director John Hennen briefly went through the anticipated projects their departments have for the five year, 2017 - 2021 proposed period. The public works department included various street reconstruction and collector overlay projects, as well as upcoming street pavement maintenance, patching, crack sealing, and City Council Work Session Minutes, July 25, 2016 Page 2 intersection improvements needed throughout the City. The utilities division anticipates sanitary sewer extensions & repairs, lift station rehabilitations, infiltration repairs, water main trunk extensions, water meter replacements, tower & reservoir maintenance, and well and pump rehabilitation. Parks & Recreation Director, John Hennen outlined the potential for future park land acquisition, amenities, and neighborhood parks, as well as general maintenance and improvement projects needed throughout the parks system. Among these projects was the proposal for an off-road bike trail at West Lake Marion Park, approximately 2.5 - 3.5 miles in length, giving individuals the opportunity to ride year round. A group advocating for the installation of the trail attended the work session meeting to highlight the growth of the sport, their volunteer commitment towards long term management of the trail, and the use of the space as both recreational and as a practice facility for the high school off-road bike team. City Council members thanked staff for compiling and presenting the information preliminarily; the CIP's for both facilities and equipment will be presented at the August 22 work session. 6. Adjourn The meeting adjourned at 8:07 p.m. to closed session to discuss the acquisition of property located at 17395 Kenwood Trail.
