HomeMy WebLinkAbout09-26-16 WSCITY OF LAKEVILLE CITY COUNCIL WORK SESSION MINUTES September 26, 2016 1. Mayor Little called the meeting to order at 6:03 p.m. in the City Council Chambers. Members present: Mayor Little, Council Members Anderson, Davis, LaBeau Members absent: Swecker Staff present: Allyn Kuennen, Assistant City Administrator; Chris Petree, Public Works Director; Jerilyn Erickson, Finance Director; Daryl Morey, Planning Director; Mike Meyer, Fire Chief, Tamara Wallace, Deputy City Clerk 2. Citizen Comments: None 3. ISD 194/ 2101h Street Property Rezoning Discussion Planning Director Daryl Morey presented a sketch plan application from Summit Preserve, LLC proposing to build out 25 acres of property into 74 detached townhome lots. The property is currently owned by Independent School District 194, located north of 210`h Street and east of Kenbridge Court, and is currently zoned OP for Office Park land use. Planning staff has informed the buyers there is no guarantee of residential use being allowed, and that they must follow the specific steps to pursue a residential land use option for the property. School Board Chair, Robert Erickson provided brief background on the school's ownership of the property and potential sale, adding that many neighbors are aware of the proposed project. City Council members clarified the process to rezone the property, potential for future business and office park development, overall neighborhood impact, as well as plans for road connectivity. Staff was given direction from the Council to proceed with the development review process to develop the property for residential use. 4. Fire Relief Pension Benefit Finance Director Jerilyn Erickson presented a request from the Lakeville Fire Relief Association Board requesting an increase in the pension benefit offered to the firefighters which consist of primarily volunteers. Firefighters are paid a nominal fee per fire can, but are also eligible for a pension benefit subject to vesting requirements. After review of the pension benefit levels and funding sources, the Lakeville Fire Relief Association is proposing a pension benefit increase of $348 in 2017 and $370 in 2018. City Council Work Session Minutes, September 262016 Page 2 The council thanked the Lakeville firefighters for their volunteer efforts and continued service to the community, and staff for preparing the proposal. The council members were in support of the pension benefit increases acknowledging the need for financial incentive, and discussed the future of the pension including: the need for a policy that would account for unforeseen financial challenges and outline the City's long-term commitment, possibly funding the pension benefit once it reaches a certain percentage level versus a specific dollar amount, and leveling out the proposed increases over the next 4 years. Staff will present the resolution for the 2017 increase at the October 17 City Council meeting, which will also require the approval of the 2018 increase next year. 5. Transportation Update Mr. Petree provided a transportation update which included the following construction projects: Dodd Blvd. Reconstruction tentatively scheduled to re -open on September 30, 172"d Street Reconstruction & Realignment which should complete by mid-October, County Road 50/ Kenwood Trail which has started with the recent demolition of all seven homes on site, 2015 & 2016 Street Reconstruction projects, current paving work on Highview Avenue south of County Road 70 to the Southern city limits, and the Holyoke Avenue improvement project. Mr. Petree also indicated several homes scheduled for demolition in the city for other upcoming projects, as well as the water tower progress - which is currently undergoing interior, site, and utility work. Wet weather has delayed most construction projects throughout the City; Staff hopes to make more progress with this week's dry forecast. 6.
