HomeMy WebLinkAboutItem 06.q Date: October 17, 2016 Item No. RESOLUTION AUTHORIZING THE APPLICATION FOR METROPOLITAN COUNCIL MUNICIPAL PUBLICALLY OWNED INFRASTRUCTURE INFLOW/INFILTRATION GRANT PROGRAM AND EXECUTION OF A GRANT AGREEMENT Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution authorizing the application for Metropolitan Council Municipal Publically Owned Infrastructure Inflow/Infiltration (I/I) Grant Program and Execution of a Grant Agreement. Overview The City of Lakeville has received a Letter of Intent from the MCES regarding grant allocations for the City of Lakeville. The MCES estimates that grant reimbursement amount will be $25,000 for Part 1 of the MCES Preliminary Minimal Allocation and $4,927.19 for Part 2, should Part 2 funding become available. Final grant amounts, and in turn, final contract documents, will be determined after all communities participating in the 2014 MCES I/I Grant Program have submitted for reimbursement. The deadline for communities to submit for reimbursement is October 30, 2016. The City has budgeted $200,000 for sanitary sewer lining improvements throughout the City that will address Inflow/Infiltration issues. This work is being completed as a part of City Project 16-13, the 2016 Sanitary Sewer Improvement Project. Approval of this resolution will allow Staff to submit to the MCES a request to reimburse the City for a portion of this work. At a minimum, the aforementioned funding for Part 1 of the grant is expected. Primary Issues to Consider • Why is this work necessary? As the City’s sanitary sewer system ages, it becomes susceptible to pipe damage that can result in inflow (direct entry of storm water) and infiltration (ground water seeping into the sanitary sewer). This additional water penetrating the sanitary sewer system can result in capacity issues at wastewater treatment facilities, resulting in higher sanitary sewer rates for Lakeville customers. The City can proactively reduce inflow and infiltration issues by installing cured in place pipe lining. WHEREAS , The Minnesota Legislature has appropriated to the Metropolitan Council with the 2014 State Bonding Bill $2,000,000 for a grant program to be administered by the Metropolitan Council of Environmental Services (MCES) for the purpose of providing grants to municipalities for capital improvement to public municipal wastewater collection systems to reduce the amount of inflow and infiltration to the Council’s metropolitan sanitary sewer disposal system (“I/I Municipal Grant Program”), and WHEREAS, The MCES has identified the City of Lakeville as a contributor of excessive inflow and infiltration to the MCES metropolitan sanitary sewer disposal system and an eligible applicant for grant funds under the I/I Municipal Grant Program, and WHEREAS, grant monies will be awarded to pre-approved municipalities for a pre-determined amount up to 50% of eligible improvements to be completed between May 20, 2014 and October 30, 2016. NOW, THEREFORE, BE IT RESOLVED , by the Lakeville City Council: 1. The Council authorizes the application for grant monies from the Metropolitan Council of Environmental Services I/I Grant Program and execution of the Grant Agreement. ADOPTED by the Lakeville City Council this 17th day of October, 2016.
