HomeMy WebLinkAboutItem 06.m Date: Item No. RESOLUTION OF SUPPORT DAKOTA COUNTY 2017-2021 TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution of support for the Dakota County 2017-2021 Transportation Capital Improvement Program. Overview The Dakota County draft 2017-2021 Transportation Capital Improvement Program (CIP) provides a comprehensive view of proposed transportation projects throughout the county. The County’s CIP includes projects that support the transportation needs of the City as well as the City’s development plans. The City’s support for the County’s CIP facilitates coordinated improvements to the transportation system within Lakeville. The projects in the County’s draft CIP are consistent with the City’s draft 2017-2021 Transportation CIP that was presented at the July 25, 2016 City Council work session with the following exceptions: • 162nd St. (CSAH 46)/Kenyon Ave. Traffic Signal • Dodd Blvd. (CSAH 9)/Flagstaff Ave. Roundabout • Dodd Blvd. (CSAH 9) Reconstruction • 202nd St. (CSAH 50) Reconstruction • Dodd Blvd. (CSAH 9) Intersection Improvements • 162nd/160th St. (CSAH 46)/Pilot Knob Rd. (CSAH 31) ATMS • 210th/215th St. (CSAH 70) Reconstruction Primary Issues to Consider • Details of the exception projects are described in the staff analysis of primary issues. Dakota County staff supports the City’s request to advance fund the City’s share of the project costs one year, with payment made in 2018. • Dodd Blvd. (CSAH 9)/Flagstaff Ave. Roundabout Dakota County advanced the project construction to 2019 (from 2020) due to existing intersection operations. Dakota County staff supports the City’s request to advance fund the City’s share of the project costs each year, with payments made in 2018, 2019 and 2020. • Dodd Blvd. (CSAH 9) Reconstruction Dakota County added this project and programmed construction for 2021, with the stipulation that the City and County mutually agree on a jurisdictional transfer agreement by 2019. • 202nd St. (CSAH 50) Reconstruction Dakota County updated the estimated project costs; the City’s share of the project cost decreased approximately $345,000. • Dodd Blvd. (CSAH 9) Intersection Improvements Dakota County updated the estimated project costs; the City’s share of the project cost increased approximately $430,000. • 162nd/160th St. (CSAH 46)/Pilot Knob Rd. (CSAH 31) ATMS Dakota County updated the estimated project costs; the City’s share of the project cost increased approximately $160,000. • 210th/215th St. (CSAH 70) Reconstruction Dakota County did not include this project in their draft 2017-2021 Transportation CIP. Dakota County staff is awaiting the results and recommendations from the County-wide principal arterial system planning study that is scheduled to be completed in 2017. City staff is requesting that future CSAH 70 improvements be included in annual CIP discussions during 2017 and considered for inclusion into future County CIPs. CITY OF LAKEVILLE RESOLUTION NO. _____ RESOLUTION OF SUPPORT DAKOTA COUNTY 2017-2021 TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM WHEREAS, Dakota County (“County”) asked cities and townships to request projects for inclusion in the County’s 2017-2021 Transportation Capital Improvement Program (“CIP”); and WHEREAS, in the last five years the City of Lakeville (“City”) has financed its share of costs for County roadway and State highway interchange projects with property taxes and other revenue sources; and WHEREAS, the City supported the County’s Federal FAST Act funding applications for the 202nd St. (CSAH 50) Reconstruction and Dodd Blvd. (CSAH 9) Intersection Improvement projects; and WHEREAS, the County’s 2030 Transportation Plan identifies Dodd Blvd. (CSAH 9), from Highview Ave. to Pilot Knob Rd. (CSAH 9), as a potential jurisdictional transfer, and the City agrees to coordinate efforts with the County to evaluate the timing and highway improvements and/or financial payment necessary for a jurisdictional turnback. BE IT FURTHER RESOLVED, the City requests that the County conduct a County- wide principal arterial system planning study in 2016/2017 to evaluate the potential for the 215th/210th Street (CSAH 70) corridor to be classified as a principal arterial and consider programming recommended improvements in future County CIPs.
