BACKGROUND
Representatives of EREP Heritage Commons I, LLC have submitted an application for a Planned
Unit Development (PUD) Amendment to modify the Heritage Commons comprehensive sign plan.
Heritage Commons is a 32.5 acre commercial development north of 202nd Street (CSAH 50 and east
of Dodd Boulevard (CSAH 9).
The original Heritage Commons PUD was approved in 2000. Since that time, four lots and
approximately 17.6 acres have been developed. The current owner entity of Heritage Commons
requests approval to modify the signage plan for the development to increase visibility and public
awareness of businesses within Heritage Commons.
The Heritage Commons 5th Addition preliminary plat reviewed by the Planning Commission on
October 5, 2016 proposes six lots south of Heritage Drive as well as a future possible lot at the
corner of Dodd Boulevard and 202nd Street. The preliminary plat and final plat is expected to be
considered by the City Council at their December 19, 2016 meeting.

STAFF ANALYSIS
The Heritage Commons PUD approved in 2000 included a preliminary plat conceptual layout for 12
commercial lots within a 29.6 acre area. The first phase construction included the two mult-tenant
commercial buildings on the east end of the development which today includes Lakeville Liquors
and Minnesota School of Beauty, among other tenants. Signage for the development was to comply
with the underlying C-3, General Commercial District requirements of the Zoning Ordinance. The
C-3 District allows one freestanding sign, 20 feet in height and up to 100 square feet in area for
individual commercial lots. The comprehensive signage plans for other commercial retail center
PUDs in the City (i.e. Crossroads Timbercrest and Argonne Village) have included larger
freestanding development identification signs to provide visibility for the center and major tenants,
especially when adjacent to County roads.
Signage Plan. The application narrative describes the proposed revisions to the comprehensive sign
plan. The proposed design includes:
• Two Development Identification Signs (Signs A). These signs will be 20 feet tall, 200
square feet per face in area. One is proposed at the northeast corner of Heritage Drive and
Dodd Boulevard and the other is proposed at the northeast corner of 202nd Street and the
private drive extension labeled as Idealic Avenue. This will provide visibility and business
identification along the two County Roads that abut Heritage Commons.
• One Area Identification Sign (Sign B). The large clock tower sign at the northeast corner of
202nd Street and Dodd Boulevard will be replaced with a smaller (80 square foot, 15 foot tall)
development identification sign.
• Seven Individual Business Signs (Signs D). Each commercial lot south of Heritage Drive is
proposed to have an 18 square foot, six foot tall business sign.
Staff has reviewed the proposed comprehensive sign plan modifications and has found them to be
consistent with other commercial PUDs in the city.
RECOMMENDATION
The proposed Heritage Commons signage plan PUD Amendment is consistent with the approved
comprehensive signage plans of other commercial retail center PUDs in the City. Staff recommends
approval of the Heritage Commons Planned Unit Development Amendment subject to the following
stipulations:
1. Signs permits shall be required prior to the installation of any signs allowed under this
PUD amendment.
2. All other provisions of the approved Heritage Commons Planned Unit Development
Agreement shall remain in full force and effect except for the modification to the
comprehensive signage plan.
