HomeMy WebLinkAboutItem 06.n Date: Item No. POSITION CLASSIFICATION AND PAY PLAN Proposed Action Staff recommends adoption of the following motion: Move to approve the Resolution Granting Approval of Position Classification and Pay Plan. Passage of this motion will result in wage adjustments for regular non-union employees excluding part-time liquor staff. Overview The 2016 salaries for regular non-union employees are proposed to increase by 2.5%. The Personnel Committee has reviewed the information and is recommending approval of the pay plan. This is in line with current Teamsters and LELS labor contracts. Primary Issues to Consider • What changes are proposed? Throughout 2016, staff worked with the Personnel Committee reviewing several positions and key responsibilities. The positions listed below formalize the changes that have been made. Administration Department Position Change: Grade Executive Adm. Asst./Deputy Clerk Eliminated Position Level 20 Sr. Administrative Assistant/Deputy Clerk Newly Created Position Level 19 Communications Department Position Change: Grade Video Production & Tech Specialist Title Change Remains at Grade 20 Level 20 Human Resources Department Position Change: Grade Human Resources Manager Reclassified from Level 33 to Level 34 Level 34 Liquor Department Position Change: Grade The Assistant Store Manager position is currently transitioning from grade Level 14 to grade Level 19 over a three-year period (2016 – 2018). This position receives the annual cost of living increase plus an additional $2.00 per hour per year until the transition is completed. Public Works Department Position Change: Grade Public Works & Facilities Coordinator Title Change Remains at Grade 27 Level 27 City Forester (Part Time) Newly Created Position Level 26 Facility Maintenance Supervisor Reclassified/Title Change From Level 25 to Level 26 Level 26 O & M Construction Coordinator Newly Created Position Level 26 O & M Engineer Coordinator Newly Created Position Level 26 Parks and Recreation Position Change: Grade Parks Maintenance & Operations Manager Eliminated Position Level 31 Parks Superintendent Newly Created Position Level 30 Recreation Program Supervisor Eliminated Position Level 24 CITY OF LAKEVILLE RESOLUTION NO. ____ RESOLUTION GRANTING APPROVAL OF POSITION CLASSIFICATION AND PAY PLAN WHEREAS, the City Council has adopted pay plans from time to time to provide for the compensation of employees in various positions; and WHEREAS, the pay plan should be adjusted from time to time in consideration of the changes in the cost of living as measured by the U.S. Department of Labor, market conditions, and position evaluations. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville, Minnesota: 1. The attached pay plan is hereby adopted for the positions listed and will be effective January 1, 2017. 2. The following policy shall be used to administer this pay plan. A. Employee Progression A-1. Employees hired will start employment at the start step unless credit is given for prior relevant work experience. A-2. Employees will be evaluated by their immediate supervisor on their employment anniversary date. An evaluation that results in a satisfactory performance report will entitle the employee to progress to the next step in their position grade. A less than satisfactory performance will result in the employee being frozen in their position step until their performance improves to satisfactory. A-3. Employees progress through the steps on an annual basis until they reach the top 60- month step. The 60-month step is the highest step level of each grade. A-4. Part-time employees may advance to the next eligible step upon completion of 2080 hours worked. B. Pay Plan Adjustments Based on Consideration of Market Conditions and Cost of Living Changes B-1. Employees will receive any increases of the pay plan on the date approved by the City Council subject to their satisfactory performance. B-2. Compensation surveys will be completed regularly to ensure that wages for non-union positions are comparable to those of other similarly situated cities. B-3. The Assistant Store Manager position is transitioning from Grade Level 14 to Grade Level 19 over a three-year period by receiving the annual cost of living increase plus an additional $2.00 per hour per year until the transition is completed.
