RESOLUTION NO. 16-178
RESOLUTION SUPPORTING DAKOTA COUNTY -WIDE ENGAGEMENT ON
TRANSPORTATION AND TRANSIT PLANNING
WHEREAS, the Dakota County 2030 Transportation Plan identifies opportunities for
transportation and transitway improvement projects in coordination with cities within Dakota
County; and
WHEREAS, the City of Lakeville and Dakota County have committed to partnering on a Dakota
County -wide principal arterial system planning study in 2017 to evaluate east -west alignments
south of County State Aid Highway (CSAH) 42, including CSAH 70, for future classification as
principal arterials; and
WHEREAS, the Dakota County East-West Transit Study is currently underway and will identify
opportunities to improve the quality of transit service in Dakota County and improve
connections to the regional transit system including the METRO Orange Line (Bus Rapid
Transit), the METRO Red Line (Bus Rapid Transit), Robert Street Corridor and Red Rock
Corridor (Bus Rapid Transit); and
WHEREAS, transit is a key tool in economic development in order to connect workers with jobs;
and
WHEREAS, the City of Lakeville supports implementation of the METRO Orange Line
and bus rapid transit (BRT) service along the Interstate 35W corridor and the future extension of
service into Lakeville and expansion of the Kenrick Avenue Park and Ride, as well as the
continued development of the METRO Red Line through Apple Valley and Lakeville; and
WHEREAS, Dakota County leaders have expressed a commitment to transitways serving
Dakota County and identified the need for additional flexible funding for transportation projects
in Dakota County; and
WHEREAS, Dakota County leaders have not yet identified funding sources for ongoing
maintenance and operations of the transitways in Dakota County after withdrawing from the
Counties Transit Improvement Board (CTIB); and
WHEREAS, future decisions made about sales tax implementation may financially
impact the City of Lakeville; and
WHEREAS, the implementation of the sales tax and projects funded by those sources impact
economic development; and
WHEREAS, the City of Lakeville appreciates Dakota County's willingness to engage its
stakeholders in the discussion of the future of transit and transportation in the region.
NOW, THEREFORE, BE IT RESOLVED that the City of Lakeville supports County -wide
engagement on transportation and transit planning and funding and looks forward to actively
participating in the process; and
NOW, THEREFORE, BE IT F U R T H E R RESOLVED that the City of Lakeville
encourages the Dakota County Board to continue to engage its partners when it moves forward
from policies into implementation.
