CITY COUNCIL MEETING MINUTES
December 19, 2016
Mayor Little called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall.
The Pledge of Allegiance to the flag was given.

Motion was made by LaBeau, seconded by Swecker, to approve the consent agenda items as
follows:

e. Resolution No. 16-178 supporting Dakota County -wide engagement on transportation

Voice vote was taken on the motion. Ayes - unanimous
7. Heritage Commons 51 Addition
Brian McCool, representing EREP Heritage Commons I, LLC, requested Council approval
of the Heritage Commons 51 Addition preliminary and final plat and an amendment to the
Heritage Commons Planned Unit Development.
Planning Director Daryl Morey presented the proposed preliminary plat, which consists of
six commercial lots and one outlot. The Heritage Commons 5" Addition final plat consists
of three outlots. He explained that the preliminary and final plat allows for the construction
of a private drive connection between Heritage Drive and 202nd Street in the spring of 2017.
The PUD amendment will allow the developer to coordinate new free-standing signage to
increase visibility for existing and proposed businesses in Heritage Commons. The Planning
Commission held a public hearing and recommended approval of the preliminary and final
plat subject to eight stipulations and recommended approval of the PUD amendment
subject to three stipulations.

Motion was made by Swecker, seconded by LaBeau, to approve Resolution No. 16-182
approving the Heritage Commons 5th Addition preliminary and final plat and Ordinance
No. 974 amending the Heritage Commons Planned Unit Development.
Roll call was taken on the motion. Ayes - Davis, Little, Swecker, Anderson, LaBeau
8. City Administrator Performance Evaluation Summary
Council Member Davis read the City Administrator's performance evaluation summary, as
follows:
The City Administrator performance evaluation was completed by the Mayor and City Council. Also
Mr. Miller's direct reports were asked to complete a modified performance evaluation form. This
modified 360 approach will provide the Mayor and City Council with multiple viewpoints for Mr.
Miller's review and will provide a more balanced picture of his performance.
Many factors were reviewed including Mr. Miller's understanding of city operations, his leadership, his
presence in the community, and his communications with the Council, the public, and the employees.
Mr. Miller is well respected by City Council and staff. We find Mr. Miller's performance continues to be
consistently at or above the Council's expectation.
Per the City Administrator's employment agreement, the City Council will review compensation on an
annual basis. The City Administrator position is classified a pay grade 42 of the City's Position
Classification and Pay Plan. In accordance with the pay plan, the Personnel Committee is
recommending Mr. Miller's 2017 annual salary be set at $154,924.
Motion was made by Anderson, seconded by Swecker, to accept the performance evaluation
summary and set Mr. Miller's 2017 annual salary at $154,924.
