HomeMy WebLinkAboutItem 03A CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES January 5, 2017 Chair Swenson called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The pledge of allegiance to the flag was given. Members Present: Chair Jason Swenson, Vice Chair Brooks Lillehei, Scott Einck, Paul Reuvers, Elizabeth Bakewicz, Jason Kelvie, Ex-officio member Nic Stevens Members Absent: Kaluza, Drotning Others Present: Daryl Morey, Planning Director; Daniel Licht, The Planning Company; Alex Jordan, Project Engineer; and Penny Brevig, Recording Secretary 3. Approval of the Meeting Minutes The December 8, 2016 Planning Commission meeting minutes were approved as presented. 4. Announcements Mr. Morey stated that the following item was distributed at tonight’s meeting: • January 4, 2017 Parks, Recreation and Natural Resources draft motion regarding the Avonlea Village Green preliminary and final plat Tonight is Tim Klausler’s last night working in the control booth for Planning Commission meetings. Mr. Morey thanked Mr. Klausler for his 11+ years of service. Mr. Morey reminded the Planning Commissioners about the work session immediately following tonight’s meeting. 5. Avonlea Village Green Chair Swenson opened the public hearing to consider the application of KJPL Avonlea, LLC for a preliminary and final plat of one lot to be known as Avonlea Village Green and PUD development stage plans for a 146-unit apartment building, located north of 181st Street approximately one-eighth of a mile east of Cedar Avenue (CSAH 23). Mike Lang of JPL Development presented a short overview of their request. Mr. Lang introduced his development team who were in attendance. He indicated that this development is their first venture in the Midwest area. They build market rate apartment buildings. Planning Commission Meeting Minutes, January 5, 2017 Page 2 Consultant Dan Licht presented the planning report. Mr. Licht stated that JPL Development LLC has submitted plans to develop a 146-unit apartment building on a 5.6 acre site located at the northwest corner of Glacier Way and 181st Street, east of Cedar Avenue. The proposed development requires consideration of applications for preliminary plat/PUD Development Stage Plan and final plat. The proposed development is consistent with the land use plan for the Avonlea PUD District. He indicated that staff feels that the location is ideal with the development being adjacent to the Metro Transit park and ride and the Cedar Avenue Bus Rapid Transit (BRT) line. Mr. Licht reviewed the performance standards for multiple family buildings within the RH-1 District, which included lot and setback requirements, building materials and height, and floor area per dwelling unit. Mr. Licht explained that access to the subject site will be provided from 181st Street, Glacier Way, and Glanshaw Avenue and all are in compliance with the spacing requirements of the Zoning Ordinance. He indicated that the driveway parallel to the north line of the subject site also has an access on Glanshaw Avenue, which has not been constructed. Construction of Glanshaw Avenue must be coordinated with the Metropolitan Council, which owns the property that includes the right-of-way for the planned street. The site plan shows allowance for construction of a temporary cul- de-sac at the northwest corner of the apartment site in the event an agreement is not reached on construction of Glanshaw Avenue. Mr. Licht reviewed the proposed off-street parking, including the surface and underground parking stalls. He also pointed out the proposed detached garage structure intended for additional storage for the residents. He stated the proposed parking meets Zoning Ordinance requirements. Sidewalks are being installed to encourage pedestrian traffic within the site to the adjacent public sidewalks. Mr. Licht also noted that the project includes an outdoor swimming pool and a separate patio area. Mr. Licht indicated that the RH-1 District does not include provisions for signs identifying an apartment use. Consideration may be given to allowing a freestanding sign, as currently allowed in the O-R District, under the PUD Development Stage Plan approval. Mr. Licht stated that the submitted plans are consistent with the Avonlea PUD Master Plan and Zoning Ordinance requirements. Staff recommends approval of the Avonlea Village Green preliminary and final plat and PUD development stage plans subject to the six stipulations listed in the December 28, 2016 planning report. Chair Swenson opened the hearing to the public for comment. There were no comments from the audience. Motion was made by Kelvie, seconded by Reuvers to close the public hearing at 6:16 p.m. Planning Commission Meeting Minutes, January 5, 2017 Page 3 Voice vote was taken on the motion. Ayes – unanimous Chair Swenson asked for comments from the Planning Commission. Discussion points included: • Clarification regarding the proposed Avonlea Village Green freestanding sign and the proposed amendment for multiple family dwelling signs that will be discussed at tonight’s work session. • Clarified that No Parking signs will be installed on 181st Street, Glacier Way and Glanshaw Avenue. • Asked if pets will be allowed. Mr. Lang indicated that pets will be allowed with weight restrictions and a pet run will be installed on the east side of the development. • The Planning Commission was happy to see this project come forward and felt it was in a great location. Motion was made by Lillehei, seconded by Einck to recommend to City Council approval of the Avonlea Village Green preliminary and final plat of one lot and PUD development stage plans for a 146-unit apartment building, located north of 181st Street approximately one-eighth of a mile east of Cedar Avenue (CSAH 23), subject to the following stipulations: 1. The development shall comply with the requirements of the Avonlea PUD District approved April 6, 2015. 2. Dedication of right-of-way and construction of Glanshaw Avenue shall be coordinated with the Metropolitan Council concurrent with development of the subject site. a. The need to construct the temporary cul-de-sac within the site for emergency vehicle access shall be subject to review and approval of the City Engineer. b. If the temporary cul-de-sac is required, the developer shall escrow funds for removal of the temporary cul-de-sac, construction of access to Glanshaw Avenue, and site restoration in an amount determined by the City Engineer. c. The developer shall be required to remove the temporary cul-de-sac and connect access to Glanshaw Avenue upon completion of the public street. 3. The fence enclosing the outdoor swimming pool shall comply with the specifications of Section 11-21-5.G of the Zoning Ordinance. 4. All signs shall be subject to compliance with the provisions of Section 11-23-19.C of the Zoning Ordinance and shall require issuance of a sign permit prior to placement. 5. The grading, drainage, erosion control, and utility plans are subject to review and approval of the City Engineer. 6. The developer shall execute a development agreement with the City prior to City Council approval of the final plat.
