APPROVAL OF A PROPOSAL FROM HERTAUS FLOORS INC.
FOR FLOORING FOR THE KENRICK LIQUOR STORE
Proposed Action
Staff recommends adoption of the following motion: Move to approve the proposal from
Hertaus Floors Inc. to purchase flooring for the Kenrick Liquor Store.
Overview
The 2017 budget includes $67,605 to renovate the Kenrick Liquor Store. As part of the
renovation, the carpet was planned to be replaced with similar quality carpet and was originally
budgeted to cost $26,000. With our experiences with commercial grade vinyl tile at the other
locations, city staff is recommending to upgrade the carpet at the Kenrick Store to commercial
grade vinyl tile as well. In doing so, the flooring would be more functional, aesthetically pleasing
and provide a longer life span.
As such, two proposals for vinyl flooring were sought. Hertaus Floors Inc. was the low proposal
at $41,781.74, which is $15,781.74 over budget for this item. However, the renovation budget
also included $4,800 for door gaskets, $5,000 for updating exterior city logo sign, and $6,800 for a
floor scrubber. By eliminating or delaying these three items to future years it brings the
renovation project back under budget for a total cost of $66,362.
Primary Issues to Consider
• How does the elimination of these other purchases or projects affect the operation? The floor
scrubber is not conducive for this location as it can’t get into corners and tight spaces. The
door gaskets and exterior signage, are considered less of a priority and still may be completed
at the end of the year if remaining funds are available or included in a future budget year.
Upgrading the flooring to vinyl is more of priority as it will almost double the life of the
original carpet flooring from 8 years to a minimum of 15 years before replacement is needed.
