HomeMy WebLinkAboutItem 07.a Date: Item No. REDEVELOPMENT INCENTIVE GRANT APPLICATION FOR THE 2017 HOLYOKE AVENUE RECONSTRUCTION PROJECT Proposed Action Staff recommends adoption of the following resolution: Adopt a resolution authorizing the submittal of an application for the Redevelopment Incentive Grant (RIG) from the Dakota County Community Development Agency (CDA) to partially fund the 2017 Holyoke Avenue Reconstruction Project. Overview The City Council approved the 2017 Capital Improvement Plan which includes the reconstruction of Holyoke Avenue from Co. Rd. 70 to Heritage Drive. Included in this project is the replacement of sidewalks in the Central Business District from 210th Street to Upper 206th Street. The total budget for the project is $1.473 million and a Feasibility Study for the project will be presented to the City Council in February. City staff and consultants from Hoisington Koegler Group Inc. have been meeting with Downtown Lakeville Business Association representatives for over year to come up with a streetscape design concept that is supported by the business and property owners. This design concept was presented to the City Council at the November 28, 2016 Council Work Session. Staff is recommending that the City apply for the maximum RIG grant amount of $250,000. The RIG program also requires a 2-1 match requirement which would be met with property owner assessments and City funds proposed for the project. The RIG program is a competitive annual grant program that is funded and administered by the Dakota County CDA. The City has previously received grants from this program for the Market Plaza and Downtown public parking improvements. The CDA will approve grant awards in April of this year. Primary Issues to Consider • What is the primary public benefit of applying RIG grant funds for the Holyoke Avenue Project? It would reduce both the City’s and property owner’s share of the project cost and would provide allow for enhancements to the streetscape in the Central Business District. Olson, Community and Economic Development Director January 17, 2017 CDA RIG Grant CITY OF LAKEVILLE DAKOTA COUNTY, MINNESOTA RESOLUTION NO. ______ RESOLUTION AUTHORIZING SUBMITTAL OF A REDEVELOPMENT INCENTIVE GRANT APPLICATION TO THE DAKOTA COUNTY CDA WHEREAS, the City of Lakeville has identified the proposed Holyoke Avenue and Streetscape project is a proposed project within the City that meets the Dakota County Community Development Agency (CDA) Redevelopment Incentive Grant program’s purposes and criteria; and WHEREAS, the City has established a Redevelopment Plan of which the proposed project is a component; and WHEREAS, the City has the capability and capacity to ensure the proposed project be completed and administered within the Redevelopment Incentive Grant program guidelines; and WHEREAS, the City has the legal authority to apply for financial assistance; and WHEREAS, the City is supportive of affordable housing and of the CDA’s mission, to improve the lives of Dakota County residents through affordable housing and community development. NOW, THEREFORE BE IT RESOLVED that the City of Lakeville approves the application for funding from the Dakota County CDA Redevelopment Incentive Grant program for the Holyoke Avenue and Streetscape Project. BE IT FURTHER RESOLVED that upon approval of its application by the Dakota County CDA, the Mayor and City Clerk of Lakeville, is hereby authorized to execute such agreements as are necessary to receive and use the funding for the proposed project.
