REDEVELOPMENT INCENTIVE PLANNING GRANT APPLICATION FOR
DOWNTOWN DEVELOPMENT GUIDE UPDATE
Proposed Action
Staff recommends adoption of the following resolution: Adopt a resolution authorizing the submittal of
an application for the Redevelopment Incentive Planning Grant (RIG) from the Dakota County
Community Development Agency (CDA) to partially fund the update of the Downtown Development
Guide.
Overview
The City Council approved a Downtown Development Guide in December of 2006. This Development
Guide has been utilized as the guide for public and private investment and initiatives in the Downtown for
the past ten years. The Guide has been the basis for the City being able to secure funds for the
construction of Market Plaza, Downtown public parking improvements, major improvements to Pioneer
Plaza and the proposed 2017 streetscape improvements and entrance monument along Holyoke Avenue.
In 2016 the City Council expressed interest in updating the current Downtown Development Guide and
thus it was included in the 2017 Budget. The preliminary estimate for the Development Guide is $45,000.
Staff is recommending that the City apply for the maximum RIG planning grant amount of $15,000. The
RIG program also requires a 2-1 match requirement. Staff is recommending the remaining $30,000 be
requested in our 2017 Community Development Block Grant (CDBG) application to the Dakota County
CDA. The 2006 Development Guide Update was funded with the same funding sources.
The RIG program is a competitive grant program that is funded and administered by the Dakota County
CDA. Staff is also recommending that an application be submitted for a portion of the actual
construction costs for the proposed streetscape project. The CDA will approve grant awards in April of
this year.
Primary Issues to Consider
• What is the primary public benefit of updating the Downtown Development guide? It will be able
to be incorporated into the 2018 Comprehensive Plan Update and will provide a guide for future
redevelopment activity in the Downtown for the next 10-20 years.

RESOLUTION AUTHORIZING GRANT APPLICATION FOR
DOWNTOWN DEVELOPMENT GUIDE UPDATE
WHEREAS, the City of Lakeville has identified a proposed update to the 2006 Downtown
Development Guide that meets the Dakota County Community Development Agency (CDA)
Redevelopment Incentive Grant program’s purposes and criteria; and
WHEREAS, the City has established a Redevelopment Plan of which the proposed project is
a component; and
WHEREAS, the City has the capability and capacity to ensure the proposed planning project
be completed and administered within the Redevelopment Incentive Grant program
guidelines; and
WHEREAS, the City has the legal authority to apply for financial assistance; and
WHEREAS, the City is supportive of affordable housing and of the CDA’s mission, to
improve the lives of Dakota County residents through affordable housing and community
development.
NOW THEREFORE BE IT RESOLVED that the City of Lakeville approves the
application for funding from the Dakota County CDA Redevelopment Incentive Grant
program.
BE IT FURTHER RESOLVED that upon approval of its application by the Dakota County
CDA, Mayor of Lakeville and City Clerk, is hereby authorized to execute such agreements as
are necessary to receive and use the funding for the proposed project.
