SUBJECT: Dakota County 2017-2021 Transportation Capital Improvement Program Request
Dear Holly,
Thank you for the opportunity to participate in Dakota County's 2017-2021 Transportation Capital
Improvement Program process. Staff will review the City's draft 2017-2021 Transportation Capital
Improvement Plan (CIP) with the City Council at the July 25, 2016 work session. Projects programmed
in the City's approved 2016-2020 CIP, as well as projects under consideration, are listed below:
PROTECTS PROGRAMMED IN CITY'S APPROVED 20I6-2020 TRANSPORTATION CIP
1. Kenwood Trail Reconstruction (CSAH 50): Dodd Boulevard (CSAH 9) to 185th Street (CSAH 60)
The project is programmed in the City's and County's approved 2016-2020 CIP for construction
starting in 2017. The project reconstructs CSAH 50 to a 4 -lane divided highway from CSAH 9 to
CSAH 60. The project includes an access road connecting CSAH 50 and Icenic Trail, and
potentially a temporary secondary access to the Jaguar Path neighborhood. The County will
advance fund $3 million of the City's share of the project costs, with equal $1 million payments
made in 2018-2020.
2. Pilot Knob Road (CSAH 31) and 160th Street (CSAH 46): Fiber Interconnect and Signal Revisions
The project is programmed in the City's and County's approved 2016-2020 CIP for construction
in 2018. The project installs advanced traffic management systems along CSAH 31 and CSAH 46.
The project includes fiber interconnectivity, traffic signal modifications (flashing yellow arrows)
and traffic monitoring cameras. Federal funding provides 80% of the project costs.
NON -PROGRAMMED PROTECTS
The following projects are not programmed in the City's approved 2016-2020 CIP. Due to other
financing priorities, funding for these projects has not yet been identified and the City may not be able to
provide the financing for these projects in the foreseeable future. City staff will continue to discuss
financing options with the City Council.

1. 162"d Street (CSAH 46) and Buck Hill Road/Kenyon Avenue Intersection Improvement
This project includes intersection improvements (traffic signal) at CSAH 46 and Buck Hill
Road/Kenyon Avenue. The County would be the project lead. Estimated City cost is $200,000.
Construction is anticipated in 2018.
2. 202"d Street (CSAH 50) Reconstruction: Holyoke Avenue to Cedar Avenue (CSAH 23)
Intersection improvements at CSAR 50 and Hamburg Avenue are programmed in the City's and
County's approved 2016-2020 CIP for construction in 2018. This project reconstructs CSAH 50
to a 2 -lane divided highway with dedicated left and right turn lanes from Holyoke Avenue to
CSAH 23. The project includes a traffic signal at CSAH 23 and CSAH 50, a pedestrian underpass
and trails along both sides. The County would be the project lead. The County applied for
Federal FAST Act funding for 80% of the construction costs (FY 2019). Estimated City cost is
$1,850,000 (assumes Federal Funding). Construction is anticipated in 2019.
3. Dodd Boulevard (CSAH 9) Intersection Improvements at 202"d Street (CSAH 50) and Heritage
Drive/Icenic Trail
This project includes the construction of a multi -lane roundabout at CSAH 9 and CSAH 50, and
the conversion of the CSAH 9 and Heritage Drive/Icenic Trail intersection to M. The County
applied for Federal FAST Act funding for 80% of the construction costs (FY 2020). Estimated
City cost is $625,000 (assumes Federal Funding). Construction is anticipated in 2020.
4. Dodd Boulevard (CSAH 9) and Flagstaff Avenue Intersection Improvement
This project includes the construction of a single -lane roundabout at CSAH 9 and Flagstaff
Avenue. The City would be the project lead. Estimated County cost is $850,000. Construction is
anticipated in 2020.
5. CR 70 (210th/215th Street) Reconstruction: Kenrick Ave. (CSAH 5) to Dodd Boulevard (CSAH 9)
A Principal Arterial System Planning Study (Study), including the CSAH 70 corridor through the
City of Lakeville, is programmed in the City's and County's approved 2016-2020 CIP for 2016.
This project reconstructs CSAH 70 to a 4 -lane divided highway from CSAH 5 to CSAH 9. The
County would be the project lead. After adoption of the recommendations of the Study, the City
and County will consider applying for federal funding as part of the 2018 Regional Solicitation.
Estimated City cost is $5,925,000 (assumes no Federal Funding or functional classification
change). Construction is anticipated in 2021. If the Study recommendation is to classify CSAH
70 as a Principal Arterial, the City's share of the project costs will be reduced to a maximum of
25% (per County policy included in the County's Transportation Plan).

6. Dodd Blvd. (CSAH 9) Reconstruction: Cedar Ave. (CSAH 23) to Pilot Knob Road (CSAH 31)
This project constructs CSAH 9 to a 2 -lane divided highway with dedicated left and right turn
lanes from CSAH 23 to CSAH 31. Dodd Boulevard is a future jurisdictional transfer from the
County to City and must be improved to current County standards prior to any turn back; the
City and County will coordinate planning efforts in the future. The County would be the project
lead. Estimated City cost is $6,100,000.
7. 179''' Street (Future CSAH 9) and Flagstaff Avenue Intersection Improvement
This project includes the construction of a roundabout at 179' Street and Flagstaff Avenue. The
project coincides with subdivision of the property and the Developer -installed construction of
179" Street as a 2 -lane divided highway from its current terminus east of Flagstaff Avenue to Pilot
Knob Road (CSAH 31). The City would be the project lead. Estimated County cost is $850,000.
The Dakota County 2030 Transportation Plan includes a policy in which the County will
participate in engineering and construction costs for constructing County transportation facilities
to County standards; the 179th Street extension/expansion is programmed in the County's
approved 2016-2020 CIP.

RESOLUTION NO. 16-143
RESOLUTION OF SUPPORT
DAKOTA COUNTY 2017-2021 TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM
WHEREAS, Dakota County ("County") asked cities and townships to request projects
for inclusion in the County's 2017-2021 Transportation Capital Improvement Program ("CIP");
and
WHEREAS, in the last five years the City of Lakeville ("City") has financed its share of
costs for County roadway and State highway interchange projects with property taxes and other
revenue sources; and
WHEREAS, the City supported the County's Federal FAST Act funding applications for
the 202nd St. (CSAH 50) Reconstruction and Dodd Blvd. (CSAH 9) Intersection Improvement
projects; and
WHEREAS, the County's 2030 Transportation Plan identifies Dodd Blvd. (CSAH 9),
from Highview Ave. to Pilot Knob Rd. (CSAH 9), as a potential jurisdictional transfer, and the
City agrees to coordinate efforts with the County to evaluate the timing and highway
improvements and/or financial payment necessary for a jurisdictional turnback.
NOW, THEREFORE, BE IT RESOLVED, the City supports the following transportation
projects in the County's 2017-2021 CIP:

BE IT FURTHER RESOLVED, the City requests that these projects be included in the
County's 2017-2021 CIP for construction in the year indicated and financed with County, State
or Federal funding sources as follows:
• The City will request that the County advance fund the City's share of the project costs
for the 162' St. (CSAH 46) Traffic Signal project, with payment made in 2018.
• The City will request that the County advance fund the City's share of the project costs
for the Dodd Blvd. (CSAH 9)/Flagstaff Ave. Roundabout, with payments made in 2018,
2019 and 2020.
BE IT FURTHER RESOLVED, the City requests that the County conduct a County-
wide principal arterial system planning study in 2016/2017 to evaluate the potential for the
215th/210' Street (CSAH 70) corridor to be classified as a principal arterial and consider
programming recommended improvements in future County CIPs.
