HomeMy WebLinkAboutItem 06.jDate: Item No. JOINT POWERS AGREEMENT WITH DAKOTA COUNTY FOR TRAFFIC SIGNAL SYSTEM AT CSAH 46/162nd STREET AND KENYON AVENUE/BUCK HILL ROAD Proposed Action Staff recommends adoption of the following motion: Move to approve Joint Powers Agreement with Dakota County for Engineering and Traffic Signal System at CSAH 46/162nd Street and Kenyon Avenue/Buck Hill Road. Overview The City and County are partnering on County State Aid Highway (CSAH) 46 (162nd Street) intersection improvements at Kenyon Avenue/Buck Hill Road to improve intersection operations, alleviate congestion, make safety improvements and provide for increasing traffic levels. Proposed improvements include a traffic signal system and pedestrian ramp improvements. The County is the lead agency for the project. Construction is programmed for 2017. The Joint Powers Agreement (JPA) establishes City and County project responsibilities and cost participation. The Dakota County Board of Commissioners previously authorized execution of a JPA with the City. Primary Issues to Consider •The City is responsible for 45% of the project costs. The adopted 2017-2021 Transportation Capital Improvement Plan estimates the City’s share of the total project cost is $196,875. The City’s potential funding sources include the Municipal State Aid Fund and Escrow Fund. The County will advance the City’s share of the project costs one year, to 2018.
