FIRST AMENDMENT TO JOINT POWERS AGREEMENT WITH DAKOTA COUNTY
FOR TRAFFIC SIGNAL MAINTENANCE
Proposed Action
Staff recommends adoption of the following motion: Move to approve First Amendment to Joint
Powers Agreement with Dakota County for Traffic Signal Maintenance.
Overview
The County has performed maintenance on existing City-owned traffic signal systems since
2002. An existing Joint Powers Agreement (JPA) between the City and County identifies the
City-owned traffic signal systems (City Signal List) and establishes traffic signal system
maintenance responsibilities and cost reimbursement. This amendment revises the City Signal
List to include new City-owned traffic signal systems at a) Ipava Avenue and 175th Street; and b)
Ipava Avenue and 165th Street. The Dakota County Board of Commissioners previously
authorized execution of the First Amendment to JPA with the City.
Primary Issues to Consider
• The City pays the County an annual fee for City signal maintenance services. With the
addition of the two new City-owned traffic signal systems to the City Signal List, the
City’s fee in 2017 will increase by $3,300 ($1,650 per traffic signal system). The City’s
funding source is the General Fund.
