HomeMy WebLinkAboutItem 11 Date: February 6, 2017 Item No. RESOLUTION APPROVING FEASIBILITY REPORT AND CALLING PUBLIC HEARING FOR THE 2017 HOLYOKE AVENUE IMPROVEMENT PROJECT Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution approving the feasibility report and calling a public hearing for the 2017 Holyoke Avenue Improvement Project. These improvements constitute City Improvement Project 17-04. Overview On November 21, 2016, the City Council authorized WSB & Associates, Inc. to prepare a feasibility report for the 2017 Holyoke Avenue Improvement Project. That feasibility report has been completed. Based on information in the feasibility report, the estimated cost for the 2017 Holyoke Avenue Improvement Project is $2,348,205. Funding for the 2017 Holyoke Avenue Improvement Project, based on the City’s Street Assessment Policy, is recommended as follows: $456,800 City issuance of debt which is repaid with Streetlight Utility Fund revenues; $65,000 Dakota County CDA CDBG/RIG Funds; $78,144 Communication Fund; $1,137,756 City issuance of debt which is repaid with property tax levies; and $610,505 City issuance of debt which is repaid through special assessments to benefitting property owners for the street, storm sewer and signage improvements. Included in the estimated project cost is the cost of replacing the street light system and installing miscellaneous wayfinding and gateway signage. Not included in the proposed project financing is a grant from the Dakota County Community Development Agency. Staff has submitted a request for $250,000 through their Redevelopment Incentive Grant program, but the amount received and how it is applied to the project has yet to be determined. NOW, THEREFORE, BE IT RESOLVED, by the Lakeville City Council: 1. The Feasibility Report for Project 17-04 is hereby approved. 2. A public hearing is hereby called for March 6, 2017 at 7:00 p.m. at the Council Chambers of the City Hall and the Clerk shall give mailed and published notice of such hearing and improvement as required by law.
