HomeMy WebLinkAboutItem 06.n February 21, 2017 Item No. RESOLUTION AUTHORIZING THE PURCHASE & DISPOSAL OF VEHICLES AND EQUIPMENT Proposed Action Staff recommends adoption of the following motion: Move to approve the Resolution authorizing the purchase and disposal of vehicles and equipment. Overview On January 3, 2017, the City Council approved a resolution authorizing the purchase and disposal of vehicles and equipment in accordance with the 2017 budgets and 2017 Equipment Plan. The purpose of this agenda item is to seek authorization for the purchase and disposal of vehicles and equipment that weren’t anticipated in the 2017 budget or 2017 Equipment Plan, for various reasons. • Police Vehicle 568, a 2015 Ford Utility, was involved in a collision which resulted in a total loss of the vehicle. Fire Vehicle 8190, a 2010 Ford Explorer, was also involved in a collision which resulted in a total loss of the vehicle. The League of Minnesota Cities deemed both vehicles a total loss and continues to work with staff on the claims. The vehicles and equipment being replaced will be sold to the salvage company as directed by our insurance carrier. The budget is anticipating approximately $5,000 in proceeds from the residual value of the vehicles. • Parks mower 3283, a 2010 John Deere 1445 riding mower, was originally anticipated to be transferred to the Police department to replace an older mower. Upon further review of the needs for both departments, staff has determined that both departments will use a new mower that the Parks department was previously authorized to purchase and mower 3283 will be traded-in. This will reduce the overall fleet of mowers by one unit and supports the City’s ongoing efforts to promote collaboration between departments. • Parks trailer 3394, a 2004 Towmaster trailer, was originally anticipated to be transferred to the Fire department. Upon further review, the Fire department has determined that the trailer is not needed; therefore, the unit will be sold at auction. The Purchasing Policy requires that the City Council authorize purchases that exceed $20,000 as well as disposal of city assets. Replacement vehicles and purchases will be made from various vendors and cooperative purchase agreements with the State of Minnesota, National Joint Powers Alliance, National Cooperative Purchasing Alliance, etc. Purchasing contracts are used for these types of vehicles and equipment as a cost saving mechanism. These contracts have complied with all bidding requirements which results in saving considerable staff time. The contracts also enable us to receive favorable pricing due to quantity discounts. Primary Issues to Consider • None Supporting Information • Resolution Financial Impact: $ Varies Budgeted: Y☒ N☒ Source: Related Documents: (CIP, ERP, etc.): Envision Lakeville Community Values: Good Value for Public Services Report Completed by: Jerilyn Erickson, Finance Director Equipment & Insurance Fund 2017 Budget CITY OF LAKEVILLE RESOLUTION NO. ___ RESOLUTION AUTHORIZING THE PURCHASE AND DISPOSAL OF VEHICLES AND EQUIPMENT WHEREAS, State Statute 471.345 sets forth the law regulating the sale or purchase of supplies, materials, equipment or the rental thereof, or the construction, alteration, repair or maintenance of real or personal property in Minnesota cities and the City of Lakeville; and WHEREAS, The City Council adopted the Lakeville Purchasing Policy on June 6, 2016, to assign purchasing responsibility and authority to the level consistent with good business practice and sound financial management policy to the extent possible; and WHEREAS, The City Council approved the 2017-2021 Capital Improvement Plan (which included the 2017 Equipment Plan) on November 21, 2016 and the 2017 Budgets on December 5, 2016 which included approximately $2.8 million for the purchase of vehicles and equipment and approximately $210,000 for the disposal of vehicles and equipment. WHEREAS, Certain vehicle and equipment purchases and disposals weren’t anticipated in the 2017 budget or 2017 Equipment Plan for various reasons. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville Minnesota as follows: 1. The recitals set forth above are incorporated herein. 2. Staff is authorized to purchase and dispose of vehicles and equipment as follows: • Police vehicle 568 – 2015 Ford Utility (dispose and purchase replacement); • Fire vehicle 8190 – 2010 Ford Explorer (dispose and purchase replacement); • Parks mower 3283 – 2010 John Deere 1445 riding mower (dispose); • Parks trailer 3394 – 2004 Towmaster trailer (dispose).
