Daniel Licht, AICP DATE: 9 February 2017 RE: Lakeville – 2018 Comprehensive Land Use Plan TPC FILE: 135.01 BACKGROUND Minnesota Statutes 473.864, Subd. 2. requires that the City of Lakeville review and, if necessary, amend its entire comprehensive plan by 31 December 2018. The City will undertake the majority of the process to review and update the 2008 Lakeville Comprehensive Land Use Plan starting in 2017. The 2018 Lakeville Comprehensive Plan update must respond to and incorporate the regional system statements affecting Lakeville outlined as part of Thrive MSP 2040, the regional comprehensive plan adopted by Metropolitan Council. But the update of the City of Lakeville Comprehensive Plan is also an opportunity to review the community’s locally established development related goals and policies to ensure continued orderly, managed growth through the year 2040. Although the emphasis is on land use and development, the Comprehensive Plan is comprised of several interrelated elements addressing the natural environment, land use, transportation and community facilities and infrastructure. The City of Lakeville Comprehensive Plan  Comprehensive Land Use Plan  Parks, Trails and Open Space Plan  Transportation Plan  Sanitary Sewer Plan  Water Management Plan  Stormwater Management Plan  Wetland Management Plan  Capital Improvement Plan 2 Specific to the Comprehensive Land Use Plan, this document addresses not only existing and future land use, but provides direction as to the interrelated management of natural resources, housing, economic development, transportation, and community facilities at a neighborhood planning district level in anticipation of forecasted growth. The other documents of the Lakeville Comprehensive Plan are derived from and support the policy foundations and plans outlined by the 2018 Comprehensive Land Use Plan. ThriveMSP 2040 establishes community designations to translate regional policies to communities with similar characteristics. Lakeville is designated as a Suburban Edge community defined as having experienced significant residential growth beginning in the mid-1980s and continuing to today, with large areas of land remaining for future development. Metropolitan Council identifies that Lakeville has been in the top 10 cities within the Twin Cities for annual residential development since the 1990s and projects this level of development to continue through 2040. To this end, a major focus of the 2018 Comprehensive Land Use Plan will be planning for urban development of the designated Urban Reserve area in east central Lakeville, adjacent to the Cedar Avenue Bus Rapid Transit corridor. Regional policies relevant to Suburban Edge communities are attached and we highlight the following:  Average residential density of 3 to 5 dwelling units per net acre (changed from the former minimum 3.0 dwelling unit per net acre requirement).  Predominantly single family dwelling housing stock with increasing diversification, including townhomes and multiple family uses and needs for greater workforce housing and life-cycle housing.  Continued development of regional and local commercial retail/service business areas.  Auto oriented transportation systems with increasing demand for transit services and pedestrian/bicycle facilities and a need to align development patterns with these forms of transportation.  Need to identify water supply issues and opportunities to minimize water use and recharge water supply capacity. 3 MUSA. The 2008 Comprehensive Land Use Plan included designation of staged MUSA expansion areas. It had been anticipated that the City would be nearing full build out of the 2030 MUSA after 2020 and that advance consideration would need to be given to planning for the Urban Reserve area. However, the late-2000s recession set back the pace of development by approximately 5-10 years. The 2040 MUSA map adopted by Metropolitan Council as part of ThriveMSP 2040 designates all of Lakeville, except for the Permanent Rural areas in west Lakeville, as being within the MUSA. The City will need to evaluate the timing of MUSA for the remainder of MUSA Expansion Area B and expansion of the MUSA to the Urban Reserve as part of the 2018 Comprehensive Land Use Plan to ensure a continuation of orderly, managed growth. Growth Projections. ThriveMSP 2040 includes projections for population, households, and employment growth for Lakeville through 2040: City of Lakeville Community Forecasts 2020-2040 Forecast Year Population Households Employment 2010 55,954 18,683 13,862 2020 64,300 22,300 18,200 2030 74,600 26,300 20,300 2040 83,500 30,000 22,500 Source: Metropolitan Council The 2008 Comprehensive Land Use Plan estimated Lakeville’s 2020 households and population as 28,400 and 78,400, respectively. And by 2030, Lakeville was to have 33,500 households and a population of 88,800 people. Comparing the 2008 Comprehensive Plan projections to those adopted for ThriveMSP 2040 indicates the significant effects of the late 2000s recession on the pace of development within the community as the current estimates for 2030 are approximately equal to the forecasts made in the 2008 Comprehensive Plan for 2020. Housing. For the first time since the 1970s regional comprehensive plan, ThriveMSP 2040 includes a 2040 Housing Policy Plan (2040 HPP). The proposed amendment of the 2040 HPP changes the focus of the document from guiding development of regional and local housing policy to effectively mandating the City implement programs, fiscal devices and other specific actions (Minnesota Statutes 473.859, Subd. 4) to achieve affordable housing targets defined for Lakeville by the Metropolitan Council. The City will be required to identify these programs, fiscal devices and other specific actions to address the targets for the number of housing units within Lakeville that are to be affordable relative to regional area median income (AMI) levels as defined by Metropolitan Council. These programs, fiscal devices and other specific actions will need to be included in the 2018 Lakeville Comprehensive Plan chapters regarding land use, housing and implementation for the document to be accepted by the Metropolitan Council. Based on formulas established by Metropolitan Council, 1,414 dwelling units of the 4,000 dwelling units projected to be added in Lakeville between 2021 and 2030 must be available at less than 80 percent of the AMI as follows: 4 City of Lakeville 2021-2030 Affordable Housing Need Allocation At or below 30% AMI 642 From 31% to 50% AMI 474 From 51% to 80% AMI 298 Total Units 1,414 AMI = Area Median Income Source: Metropolitan Council Transportation. Thrive MSP 2040 includes a 2040 Transportation Policy Plan (2040 TPP). The 2040 TPP elevates transportation system planning to a policy level to emphasize a greater correlation between land use and transportation. This has been a fundamental approach to planning in Lakeville since the 1970s and continues with the most recent 2008 Lakeville Comprehensive Plan. However, the 2040 TPP seeks to utilize transportation planning and investment to effect changes in development practices in Suburban Edge communities, such as Lakeville, to align with plans for future expansion of transit services and transitways. Expansion of the MUSA to 2040 in Lakeville would include additional urban development being planned for areas adjacent to the Cedar Avenue Bus Rapid Transit (BRT) Corridor (Red Line). Thrive MSP 2040 will require that areas adjacent to the Cedar Avenue BRT Corridor (Red Line) provide a minimum residential density of 10 dwelling units per acre, which is greater than the 7 units per acre density that Lakeville committed to within the 2008 Lakeville Comprehensive Plan. The 2040 TPP identifies scenarios for funding operation and maintenance of current transportation systems and as a basis for timing possible capacity improvements to the regional transportation system. The most conservative of these scenarios severely limits maintenance and operations spending and the ability to undertake capacity improvements to the point that levels of service will degrade and become a brake on regional development. The effects of such a funding scenario would be most significant in Suburban Edge communities where most of the projected growth is to occur through 2040 that require additional infrastructure improvements, yet there are only maintenance and minimal operation improvements designated for both highways and transit for Lakeville. Even under an increased funding scenario, additional monies would not be allocated on a regional basis to areas where development is guided to occur at densities dependent on expanded system capacity. In Lakeville, funding is only allocated to extend the Cedar Avenue BRT (Red Line) to the existing park and ride facility at 181st Street by 2019. The 2040 TPP designates no other capacity improvement to occur on I-35, Cedar Avenue, or other major roadways benefiting Lakeville under either current revenue or increased revenue scenarios. 2018 Comprehensive Land Use Plan Document. The 2018 Comprehensive Plan document will take form as outlined below with milestone work tasks identified here or in the attached project schedule: 5  Issues Identification. Comprehensive plans are most effective when the community sets the agenda for the project, entitling them to a sense of ownership in the plan and its outcome. The summary of information resulting from the Issues Identification phase will lay out a “strategic plan” for the remainder of the Comprehensive Plan program. This strategic plan will guide the remaining work program, both in content and format. Areas of concentration for the 2018 Comprehensive Plan update will be identified during this initial phase of work through the following tasks: o Planning Commission, Parks, Recreation and Natural Resources Committee, Economic Development Commission, and City Council work sessions to identify issues, goals and opportunities. o Conduct a series of open houses City wide held to solicit neighborhood specific issues and opportunities from the public. o Technical inventory of existing social, physical, and economic conditions. o Projections for population, household and employment growth on a community- wide and TAZ basis and estimates for land absorption. o Summary presentation of issues at Planning Commission and City Council work sessions for approval.  Policy Planning. The Policy Plan chapter of the Comprehensive Plan describes in written form what the community desires to accomplish in terms of its physical environment and how these goals are to be achieved. This chapter of the Comprehensive Plan comprises a fundamental review and decision-making process, and the basis upon which the development framework for the City can be formulated. In addition to guiding response and action, these goals and policies also serve to establish evaluation criteria for the change that is to occur.  Community Wide Land Use Plan. Based on the foundation established by the Issues Identification and Policy Planning tasks, the Community Wide Land Use Plan chapter of the Comprehensive Plan provides a guide for future community growth and improvements through 2040. The Land Use Plan is a narrative and graphic description for future land uses within the City, as well as the background and rationale for how these designations are established. To this end, the Land Use Plan serves both an educational and decision making purpose to establish an understanding of how continued development in the community is to occur. The Comprehensive Land Use Plan will encompass the following elements: o Natural Environment o MUSA/MUSA Staging Plan o 2040 Land Use Plan o Housing o Implementation 6 Engineering System Plans. In addition to the general Comprehensive Land Use Plan update, the City is required to update its engineering related plans to include: the Transportation Plan (highlighted above), Sanitary Sewer Plan, Water System Plan, and Stormwater Management Plan. Planning Department staff will work closely with Engineering Division staff during the drafting of the Comprehensive Land Use Plan and engineering system plans given the inter- related nature of the various documents. Presentation of the engineering system plans will be coordinated with meetings on the community wide Land Use Plan. Parks, Trails and Open Space Plan. The City completed an update of the Parks, Trails and Open Space Plan in 2014. City staff will review the 2014 Parks, Trails, and Open Space Plan based on the direction of the proposed 2040 Land Use Plan and recommend any additional modifications if necessary during the Community Wide Land Use Plan tasks. Communication. The availability and distribution of information throughout the planning process is critical to encourage a high level of public participation and input by all stakeholders. The City’s Communications staff will create and maintain a page on the City website that will be updated with information regarding the process, draft text and maps, and meeting/open house schedules. A listserv for continual updates on the Comprehensive Plan update process will be set up and the web site will include a comments form to collect public input on-line. City staff will also work to implement social media and interactive information pieces. The City may use direct mailings, post cards, and distribute contact and project information through the school districts, City offices, Art Center, Heritage Center, and Chamber of Commerce. The City will also use required legal postings for meeting dates and times to release information regarding the 2018 Comprehensive Plan update. Schedule. The 2018 Comprehensive Plan update is expected to take approximately 24 months to complete, based largely on the draft document being subject to a mandatory six month review period by surrounding and affected government jurisdictions. An overall project schedule is attached for reference outlining major components of the comprehensive planning process including work sessions with the Planning Commission and City Council and multiple opportunities for community input. CONCLUSION The Planning Company LLC looks forward to working with the Lakeville community including residents, businesses, City officials, advisory commissions and City staff on the 2018 Lakeville Comprehensive Land Use Plan update. A Planning Commission work session is scheduled for 16 February 2017 and a City Council work session is scheduled for 27 February 2017 to begin the 2018 Lakeville Comprehensive Plan update process. City staff is seeking consensus as to the work program and schedule outlined herein for the planning effort. 7 c. Planning Commission discussion points: • Recommended there be joint work sessions with the City Council. • The Metropolitan Council’s Thrive 2040 seems to be geared more toward social engineering than regional land use and infrastructure planning. • Implications concerning on-going development changing land uses from the adopted land use plan (i.e. adequate infrastructure for higher densities or underutilization of in-place infrastructure for low densities). • Expressed concern that the Metropolitan Council’s affordable housing targets for Lakeville are unrealistic as a percentage of overall estimated growth. • The Transportation Plan should identify possible roundabout locations so the City can obtain the necessary right-of-way with development projects even if the roundabout will not be constructed until a future date. This will help insure that the future roundabout design is appropriate for the roadway classification and traffic volumes. • Asked if the 2018 Comprehensive Plan Update will account for the upcoming transportation technology of autonomous vehicles. • Future plans for expansion of the Kenrick Avenue Park and Ride and extension of the Orange Line BRT service to Lakeville. • Sanitary sewer capacity in the Urban Reserve Area along the Cedar Avenue corridor to accommodate the future growth. Residential land uses within a half mile of Cedar Avenue will be planned for a density of 8-10 units/acre. • The 2018 Comprehensive Plan Update should address the housing demands and desired development patterns of younger generations like millennials.
