HomeMy WebLinkAboutItem 07 Date: Item No. PUBLIC HEARING CLUB ON-SALE AND SUNDAY LIQUOR LICENSE DAKOTA CURLING Proposed Action Staff recommends adoption of the following motion: Move to grant a club on-sale and Sunday liquor license to Dakota Curling, 20775 Holt Avenue. Overview Dakota Curling is an organization formed for the purpose of developing the sport of curling. Primary activities include leagues, classes and hosting local and regional competitions. Food and beverage service will be offered as a secondary activity. Operation of the curling center is 100% volunteer based. Dakota Curling has applied for a club on-sale and Sunday liquor license. This license allows the sale of alcohol to club members and bona fide guests only. The license must be approved by the State of Minnesota, Alcohol and Gambling Enforcement Division. Primary Issues to Consider • Does the applicant meet all requirements for the licenses requested? • Dakota Curling has been in existence for more than three years and currently has about 400 members. It has an elected governing board. Club representatives have acknowledged the conditions of the on-sale club license and have agreed to maintain a list of its guests. Jason Polinski Applicants: Darcy Ellarby, Sandra McMakin, Leslie Adair, John Larson Licenses Requested: Club On-Sale Liquor and Sunday Liquor Date: February 16, 2017 Special Requirements for Club Liquor License Per Minnesota State Statute and Lakeville City Ordinance, the following criteria must be followed and met for a “Club” Liquor License: • The club must be established for a minimum of three years. • The service of alcohol is permitted to its members and bona fide guests only. • The establishment must maintain a list of its guests. • Sunday liquor sales must be in conjunction with the sale of food. Background Investigation Process The person(s) listed on the club on-sale liquor license application are represented as President – Darcy Ellarby, Vice President – Sandra McMakin, Secretary – Leslie Adair, and Treasurer – John Larson. The persons listed above have completed the required personal information application for a club liquor license. On February 16, 2017, I was assigned to the liquor license background investigation of the Dakota Curling business. The following automated databases were checked to conduct this background; DVS, MNCIS, in-house records, and criminal history files. Conclusion The background investigation is complete. Based on State Statute and Lakeville ordinance, the applicants meet the qualifications for a club on-sale liquor and Sunday liquor license.
