RESOLUTION ACCEPTING DONATION FROM
LAKEVILLE PUBLIC SAFETY FOUNDATION
Proposed Action
Staff recommends adoption of the following motion: Move to approve resolution to accept
four (4) Masimo RAD – 57 Monitors donated from Lakeville Public Safety Foundation (LPSF) to
the Lakeville Fire Department.
Overview
Lakeville Fire applied for a grant through the LPSF to purchase four (4) Masimo RAD – 57 Kits
to be placed on each frontline engine. The RAD – 57 Monitors will be used at an Carbon
Monioxide (CO) incident that have CO present to residence of any potential exposure. They
will also be used check vitals and CO readings of firefighters at structure fire incident.
Primary Issues to Consider
• Acknowledgement of Donation.
• Chief Meyer will draft a “Thank You” letter following Council’s approval of this
resolution.

LAKEVILLE PUBLIC SAFETY FOUNDATION
WHEREAS, Lakeville Public Safety Foundation has offered to donate four (4)
MaMasimo Rad-57 Monitors to the City of Lakeville Fire Department
WHEREAS, Minnesota Statute 465.03 requires that all gifts and donations of real or
personal property be accepted only with the adoption of a resolution of the governing body.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville
that the donation of four (4) RAD-57 Monitors from Lakeville Public Safety Foundation is
hereby accepted; and
BE IT FURTHER RESOLVED that the City of Lakeville sincerely thanks Lakeville Public
Safety Foundation

The mission of the Lakeville Department is: “The Lakeville Fire Department is dedicated to serving the community
through the protection of lives and property by providing public safety education and professional emergency
response.” Since 1884 the Lakeville Fire Department has been working towards the successful accomplishment of
this mission. The purpose of this grant request is to provide additional access to a simple, but important tool.
The cost of the grant is for the purchase of 4 Masimo RAD-57 Handheld Pulse CO-Oximeter’s at $5,675.00 per device
plus 4 carrying cases at $65.00 each.
The RAD-57 monitor will be used to assess if a firefighter has been exposed to carbon monoxide (CO) poisoning by
providing readings of oxygen and CO in their blood stream. The RAD-57 will also help eliminate the risk of
misdiagnosing unsuspected CO poisoning as flu or fatigue for homeowners that may have been exposed to carbon
monoxide poisoning. The device uses a noninvasive measurement for the patient and provides an immediate
reading to help determine if an exposure has taken place.
LFD responds to numerous suspected carbon monoxide (CO) incidents in Lakeville homes, without a CO-Oximeter it
is difficult to confirm suspected cases of CO poisoning. National Fire Protection Association’s (NFPA) fire rehab policy
requires a medical evaluation/screening process to examine firefighters on a fireground scene for signs of
overexertion and/or heat stress, assess its severity and then provide proper rehabilitation measures so the
firefighter can return to duty in optimal condition. We are currently unable to provide a key element of firefighter
rehab since we have no way to detect possible CO poisoning.
The RAD-57 units would allow LFD to meet the National Fire Protection Association (NFPA) Standard 1584 and the
National Fallen Firefighters Foundation’s Life Safety Initiative #8, which calls for utilizing available technology
wherever it can produce higher levels of health and safety.
One of Lakeville Fire Department’s goals is to provide the best possible customer service to the citizens within our
response area. Acquisition of these units would present our crews with a means to identify and verify the type of
incident we are dealing with. The RAD-57’s would identify elevated levels of CO to be treated as soon as possible for
patients and our firefighters. The units will be placed on the frontline engines that respond to all CO incidents with
someone feeling ill and also respond to any fire in the our response area.
