Re: Antler’s Park Master Plan – Preliminary Scope of Services
Dear Mr. Hennen:
I am pleased to submit this letter proposal on behalf of WSB & Associates, Inc. (WSB) to the City of Lakeville (City) for the
Antler’s Park Master Plan project.
PROJECT UNDERSTANDING
It is our understanding that this project is to include the creation of a park master plan for Antler’s Park that
encompasses the existing park property as well as the more recently purchased property and potential future
acquisitions. The vision for Antler’s Park is for it to become a cornerstone community park with recreational amenities
that have a larger community draw, are in line with community needs, and focused on Lake Marion.
The following scope of services is meant to provide the City with the steps necessary to complete a successful master
plan. WSB is always willing to adjust our scope of services as necessary in order to be more tailored to your needs or
account for budgetary concerns.
SCOPE OF SERVICES
A. Project Start‐Up, Management & Data Collection: WSB will gather all pertinent project related data, set up project
documents, attend a project focus meeting with the City, and conduct a site review and analysis. A base map using
LiDAR topographical information and County aerial imagery can be used for master planning design services.
Task A Fee: $2,500
B. Program Development / Community Engagement Plan: Developing a complete and comprehensive assessment of
needs, demands and priorities for the master plan based on input provided by the City and the community through
community engagement will establish programming needs for the park master plan, to include the following:
a. Pop‐Up or Community Event Meetings: WSB will conduct two (2) pop‐up meetings in the community in
order to engage the community with input on project concerns and ideas, provide project information, and
encourage ongoing project involvement.
b. Visioning Meetings: WSB will facilitate one (1) public open house meeting for brainstorming and visioning
ideas for the park programming that will involve fun engagement activities.
c. Social Media/Online Engagement: WSB will utilize social media engagement for gathering input and to
inform the public. This can either be direct information on the City website or the use of the MySidewalk
tool that will be linked on the City website. This is meant to provide information to the public on upcoming
meetings, conduct an online survey for decision making on design preferences, and allow the community
to provide ongoing comments throughout the design process.
Task B Fee: $5,000

C. Master Plan Development & Review: Task C includes the design steps necessary to create a master plan which and
will include the following:
a. Conceptual Plans: Preparation of two to three (2 – 3) alternative conceptual designs for the park based on
feedback from the programming and community engagement phase.
b. Concept Review: One (1) public open house meeting with the public invited to provide review and
feedback on the conceptual plans.
c. Preliminary Master Plan: Preparation of a preliminary master plan based on feedback from the community
and City that represents the design solution that best responds to the needs and desires of the
stakeholders. A preliminary estimate of probable cost for construction shall be prepared for the
preliminary master plan.
d. Preliminary Master Plan Review: Attendance at one (1) Parks, Recreation, and Natural Resource
Committee meeting with the public invited to provide review and feedback on the preliminary master
plan.
e. Final Master Plan: Preparation of a final master plan with any necessary revisions based on feedback. A
revised estimate of probable cost for construction shall be prepared.
f. City Council Meeting: Attendance at one (1) City Council meeting for review and adoption of the final
master plan.
g. City review meetings: Attendance of up to three (3) staff review meetings throughout the course of the
master plan process for ongoing input and decision making.
Task C Fee: $12,000
D. Additional Services: Additional Services
Miscellaneous Additional Services: Services other than those listed in the Scope of Services above and requested and
authorized in writing by the City. These services shall be billed on an hourly basis according to the current Hourly Rate
Schedule.
ASSUMPTIONS AND EXCLUSIONS
The scope of services does not include the following; however, they can be added into the project scope if deemed
necessary by the City:
A. Architectural design services
B. Geotechnical soil testing services
C. Playground & splash pad equipment design (if applicable, location, size and characteristics will be provided)
D. 3‐D graphics and visualizations to provide more realistic imagery
E. Full topographical site survey.
FEES FOR PROFESSIONAL SERVICES
It is proposed that Tasks A, B and C be billed hourly on a cost not to exceed basis, with total cost not to exceed $19,500.
