HomeMy WebLinkAbout03-27-17CITY OF LAKEVILLE CITY COUNCIL WORK SESSION MINUTES March 27, 2017 Mayor Anderson called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room. Members present: Mayor Anderson, Council Members LaBeau and Hellier Members absent: Council Members Davis and Wheeler Staff present: Allyn Kuennen, Assistant City Administrator; John Hennen, Parks & Recreation Director; Daryl Morey, Planning Director; Tamara Wallace, Deputy City Clerk 2. Citizen Comments There were no citizen comments concerning non -agenda items. 3. Antlers and Avonlea Park Master Plan Process Mr. Hennen provided an update on the status of the Antlers Park Master Plan, an $18,000 approved project budgeted for 2017, which will incorporate both the existing park property and the recently purchased Warweg property. WSB & Associates, Inc. has recently submitted a proposal for the master planning of this project, which will include program development, community outreach, event meetings, and social media interaction with the City and residents to measure the needs and priorities of the Master Plan. Prior to adoption of the Master Plan, staff will hold a public open house to allow residents the space to provide feedback and comment. The 2017 budget also included the preparation of the Avonlea Community Park/ Playfield Master Plan, which staff is proposing to delay until 2018 as construction is not anticipated until 2020 or 2021. This would also allow for input from the impending Indoor Athletic Facility Task Force. The Council clarified the process used to determine which company would master plan for the project, future property acquisition, and specific community outreach efforts to prioritize resident input and involvement. The Council supported pushing the Avonlea Master Plan to 2018; and instructed staff to move forward with the Antlers Park Master Plan as presented. 4. Zoning Ordinance Amendments Annually the Planning Department evaluates the current Zoning and Subdivision Ordinances and City Codes to address amendments or improvements needed based on input from the public, City Council and Planning Commission from throughout the year. Mr. Morey and Mr. Licht provided a brief overview of the proposed changes to those ordinances that required further research and review, including: changes to the exterior building materials used for industrial buildings, minimum acre requirements for unsewered lots, detached accessory buildings for single family use, off-street parking standards, regulation of temporary model homes, and City Council Work Session Minutes, March 27, 2017 Page 2 acceptable animals to keep within the city, a discussion that also included the ability to maintain pollinator gardens and bees within residential neighborhoods. A group of sixth -grade students voiced their support of the keeping of honey bees, and offered clarification on the differences between honey bees vs. hornets or wasps, their personal experiences, and reiterated honey bees nature to be aggressive only when they feel danger. The Council expressed varying concerns with maintaining honey bees in residential neighborhoods siting extreme allergic reactions, as well as how best to communicate the proposed ordinance to current residents/home owners. Staff was directed to move the ordinance forward to the April 20 Planning Commission meeting for public input with the concerns from Council noted. If the ordinance is adopted Council suggested that it be re-evaluated in a year to determine how it has been working. The Council was in favor of the proposed revisions to the exterior building material standards for industrial buildings, the suggested off-street parking standards, and the requirements for unsewered lots as well as detached accessory buildings. The Council also discussed the issue of builders using a loop hole in the model home ordinance to submit plans for constructing a model home, but in reality, the home is being constructed for a customer. City Council directed staff to develop regulations and procedures to better manage the model home permitting process for further review by the City Council. 5. Committee/ City Administrator Updates Mayor Anderson and City Administrator Justin Miller recently attended the League of Minnesota Cities Legislative Day at the State Capital. Mr. Kuennen provided an update on the status of the technology work group appointments which included the current applications received, and a discussion on recruitment of other stakeholders such as homeowners and developers within the community. 6.
