HomeMy WebLinkAboutPRNRC Minutes 04-05-17 DRAFT Chair Swan called the meeting to order at 7:09 p.m. in the Lake Marion Conference Room. Jeanne Peterson, Holly Weberg, Jim Storms, Lori Bovitz, Judy Hayes, Tom Goodwin, Bob Swan Parks & Recreation Director John Hennen, Recreation Supervisor Patty Dexter, Recording Secretary Stella Eskelson Minutes were approved as written. No citizens present. Staff informed the committee that the Indoor Athletic Facility Task Force has been formed; the first task force meeting is scheduled for Thursday, April 13 at the Water Treatment Facility. This task force includes representatives from local youth athletic associations, ISD 194, a PRNRC member, Lakeville City Staff and City Council members. Staff updated the committee on the progression of construction of the West Lake Marion Park Of f Road Bike Trail. The contractor anticipates being able to start on Monday, April 10 and the trail is slated to be completed by the Fall of 2017. An agreement has also been approved with the Lakeville Cycling Association for the construction of approximately 560 feet of trail and future trail maintenance. Staff clarified that any significant trail maintenance would still be facilitated by City staff. Staff also provided an update on the progression of the Dodd Trail pickleball court project. Currently the project is out for bid to contractors, an official completion date has not been set but the project is expected to be completed in the Summer of 2017. Staff shared that the Antlers Park Master Plan is moving forward and that WSB & Associates are planning to host pop-up events to gather information from the public on what amenities are most sought after. Recreation Program Supervisor, Patty Dexter started the discussion with current program reporting that had been provided to the committee members. The data included program participation, fees and revenue for each program. Staff shared a few new programs that are being offered including Amazing Athletes, Jr. Development Tennis, Skyhawk Camps and STEM Bunnies classes. Staff also shared an update on the Easter Egg Scramble, a popular special event that sold out this year. Staff also touched on a couple of programs that had been cancelled and the reasons behind program cancellation including weather, low enrollment and various other factors. Staff addressed questions on how programs are selected and what determines the success of a program including finding local instructors, utilizing requests from citizens and evaluating recreation trends. Staff also shared enrollment information for the Lakeville Area Active Adults; current enrollment is at 982 with 41 new enrollees year to date. Staff addressed questions regarding scholarship and possible financial assistance opportunities and provided information around the current process and funding sources. Committee members and staff discussed the possibility of using RecTrac reporting to pinpoint areas of opport unity for future programming and what information could best suit this purpose. Staff explained that the reporting capabilities of this tool are still being explored but that there is substantial reporting available within RecTrac. Staff will continue to share program reporting with the committee on a quarterly basis. Committee members approved the appointment of 3 new members, Francis Kibler, Edie Bonne and David Fruend to the Lakeville Area Active Adults Advisory Committee and the reappointment of 1 current member, Marilyn Bogen. This fills 6 out of the 7 positions for this committee. The Free Family Fun Fest will take place on Saturday, April 8 , committee members were offered the opportunity to volunteer. The Heritage Center is hosting an Open House for the Active Adults on Tuesday, April 11 . The Roadside/Wetland Clean Up Day Event and the Arbor Day Tree and Shrub Sale are scheduled for Saturday, April 22 at the Central Maintenance Facility.
