HomeMy WebLinkAboutItem 06.c CITY OF LAKEVILLE JOINT PLANNING COMMISSION/CITY COUNCIL WORK SESSION MINUTES April 6, 2017 Mayor Anderson convened the work session at 7:05 p.m. Council Members Present: Mayor Doug Anderson, Bart Davis, Luke Hellier, Colleen LaBeau, Brian Wheeler Council Members Absent: None Planning Commission Members Present: Chair Jason Swenson, Vice Chair Brooks Lillehei, Karl Drotning, Scott Einck, Pat Kaluza, Jason Kelve, Paul Reuvers, Elizabeth Bakewicz Planning Commission Members Absent: None Staff Present: City Administrator Justin Miller, Assistant City Administrator Allyn Kuennen, and Planning Director Daryl Morey 2018 Comprehensive Plan Update Daryl Morey provided an update on the 2018 Comprehensive Plan process. He stated the first round of public meetings have been set. These meetings are intended to obtain input from residents and businesses in the seven distinct districts proposed with the 2018 Comprehensive Plan. The district map and meeting schedule was handed out to City Council and Planning Commission members. The district meetings will be announced via the City’s Facebook and Twitter pages, on the City’s website and local cable channel, Focus on Lakeville in the Sun Thisweek newspaper, and direct mailings to National Night Out neighborhood representatives, and property owners in the Cedar Avenue corridor urban reserve area. Planning Department staff will also inform the PTOs for the District 192, 194 and 196 schools located in Lakeville to help get the word out. Mr. Morey stated he is in the process of scheduling 2018 Comprehensive Plan presentations to various local organizations, including Rotary, the Chamber of Commerce, the Heritage Center, and realty offices. In addition, he stated he will be filming an informational segment to run on the local cable channel. Mr. Morey identified the districts/areas within the city that may have the largest amount of change as part of the 2018 Comprehensive Plan. Those areas include District 5 and the Cedar Avenue BRT corridor, the westerly area of District 6 including the I-35/CSAH 70 interchange and the CSAH 70 corridor, and the portions of District 7 along and south of 185th Street (CSAH 60) and in the northwest quadrant of I-35 and 205th Street (the former Sheily and River City Asphalt mining areas). Discussion points: • Can CSAH 70 be designated as a Principal Arterial? Staff stated Dakota County is currently preparing an updated E-W corridor study that will examine the designation and ultimate design of this roadway. Scheduling will be coordinated through the Administration Department. Planning Commission attendance at the district meetings will be coordinated through the Planning Department. • Council members questioned the Metropolitan Council’s Thrive 2040 affordable (workforce) housing goals. It was pointed out that much of the City’s older housing stock would likely fall under the Metropolitan Council’s affordable housing category. • The Thrive 2040 density goal of 10 units/acre in the Cedar Avenue corridor was raised as a concern. The City identified a goal of 7 units/acre in the Cedar Avenue corridor with the 2008 Comprehensive Plan. • Council members stressed the importance of considering the cost of providing the necessary infrastructure to serve the land uses that will be proposed with the 2018 Comprehensive Plan. In addition, the infrastructure, especially sanitary sewer, must be able to accommodate any proposed increases in residential density. • Annexation of Airlake Airport was raised. Staff stated the Metropolitan Airports Commission (MAC) is currently in the process of updating their long-range plan that may include options for extending the length of the runway. In addition, the City recently received a formal annexation request from a property owner in Eureka Township adjacent to Airlake Airport. • An examination of commuter patterns should be considered in order to assess the percentage of Lakeville residents that work within the city, those that commute outside of the city, and those that work from home. • Development of, and a street connection through, the commercially zoned and triangular shaped property located north of Timbercrest and east of I-35 was discussed. Staff stated high density residential could be a possible use of this property. • Input on the 2018 Comprehensive Plan from the EDC and Chamber of Commerce was recommended.
