Subject: Holyoke Avenue Improvement Project-Final Design Update
Following the completion of the feasibility report for the Holyoke Avenue Improvement
Project, City Staff and the DLBA subcommittee have reviewed the comments on concept
plans provided by the City’s consultants working on the project, WSB & Associates and HKGI.
The final concept rendering for the downtown business corridor is attached, and updated
cost estimates have been prepared.
The updated cost estimate reflects the removal of that portion of Holyoke Avenue north of
the intersection with CSAH 50/202nd Street being removed from the scope of the
improvements to be completed in 2017. As City Staff has had very recent discussions with
Dakota County Staff regarding near-term improvements to the CSAH 50 and Holyoke Avenue
intersection, it is proposed that Holyoke Avenue north of CSAH 50 be removed from the
scope of the 2017 Holyoke Avenue Improvement Project and be moved to 2019 to coincide
with the scheduled improvements to Heritage Drive and CSAH 50 from Holyoke Av. to Cedar
Av.
Below is a summary of the revised cost estimates for the project, and a comparison to the
numbers presented with the feasibility report. The numbers below assume a 5% contingency
and 25% indirect costs. The estimates below do assume phasing of the streetlight
replacement work, and in turn, the sidewalk replacement work, but final details of the
streetlight removal/installation phasing plan are still being developed with Xcel Energy and
their subcontractor that will be performing the work.
Signage estimates include a single sided message board sign at City Hall.

Surface improvement costs estimates have increased in that area between 207th Street and
210th Street. Much of those costs can be attributed to increased sidewalk and driveway apron
replacement needs in that portion of the project associated with ADA compliance. Once final
design of the project was ordered by the City Council on March 6th, it was determined that
additional sidewalk replacement needs would need to be addressed in order to ensure
compliance with current ADA standards. As some of the sidewalk and driveway apron
replacement needs also exist outside of the Holyoke Avenue right-of-way, the City has
removed the costs associated with driveway apron and sidewalk replacement outside of the
Holyoke Avenue right-of-way. Below is a summary of the revised assessment estimates for
the project, and a comparison to the numbers presented with the feasibility report.
Gateway signage special assessment amounts show a decrease, in part because the costs
associated with the installation of irrigation facilities and landscaping at the north and south
Gateway signs at the entrances to the business corridor have been moved from the schedule
of signage improvement costs (100% assessed) to the schedule of streetscape improvements
costs (40% assessed).
The numbers below do not reflect the $250,000 streetscape grant awarded to the City
by the Dakota County CDA on April 18, 2017. Staff will be asking the City Council for
guidance on how this grant money should be applied to the project.

City staff and its consultants plan to advertise the project for bids on May 5, 2017 with a bid
opening on June 2, 2017. The assessment hearing and award of contract is anticipated to
occur at the July 17, 2017 City Council meeting.
