Proposed Action
Staff recommends adoption of the following motion: Move to approve the Resolution ratifying the
Personnel Committee changes for January 2017 to April 2017.
Passage of this motion will ratify the changes the Personnel Committee approved for the period of
January 1, 2017 to April 30, 2017.
Overview
January 2017 – April 2017, staff worked with the Personnel Committee reviewing several positions and
key responsibilities for several departments. The following changes were approved by the Personnel
Committee:
Reorganization of Operations and Maintenance Division
• Retitled Construction Services Division
• New Position - Construction Services Superintendent, Pay Grade 30
• New Position - Senior Project Engineer (2 FTE), Pay Grade 30
Inspections Department
• New position - Assistant Building Official (1 FTE), Pay Grade 28
IS Department
• IS Network Specialist reclassified and title change to IS Systems Administrator (1 FTE), Pay
Grade 28
The Personnel Committee also reviewed the Fire Chief’s current salary. The Fire Chief will continue to
receive the additional $2,000 until the review of the job classification and compensation plan is complete.

What changes have been implemented?
January 2017 – April 2017, staff worked with the Personnel Committee reviewing several positions
and key responsibilities. The positions listed below formalize the changes that have been made.
Building Inspections Department
The total building permit valuation for 2016 was $238,117,954. Just last year, the Building
Department issued 401 residential permits. The City is expected to supersede the number of
residential permits for 2017.
The Personnel Committee approved the addition of an Assistant Building Official position for the
Building Department. The Assistant Building Official will assist the Building Official in the
administration of the division, including division programs and services. In the absence of the
Building Official, the Assistant Building Official would also assume responsibilities of the Building
Official. This would not add to the total personnel count for the inspections department; rather it
would promote an existing employee to the Assistant Building Official position.
Position Change: Grade
Assistant Building Official Newly Created Position Level 28 The position will be advertised internally as a promotional opportunity. The Assistant Building
Official would be placed at pay grade level 28, Step 4. The 2017 salary for pay grade level 28, Step 4
is $82,453. The anticipated effective date is June 5, 2017.
Fire Department
Fire Chief Mike Meyer was hired fulltime August 9, 2010. As part of his terms and conditions of
employment, Chief Meyer was compensated an additional $2,000 annually. The Personnel
Committee approved that Chief Meyer continue to receive the additional $2,000 until the review of
the job classification and compensation plan is complete. The $2,000 is included in the 2017
Budget.
IS Department
Staff recently reviewed and updated the job description for the Network Specialist to better reflect
the current job requirements and responsibilities of the position. The overall responsibility of this
role is not only the administration of the City’s networks, but includes system servers, and
enterprise operating systems. Additional responsibilities added to the new job description include
system design and configuration, and system maintenance.

IS Systems Administrator Title Change
Reclassified from Level 26 to
Level 28
Level 28
IS Systems Administrator will be placed at pay grade level 28, Step 4 effective May 8, 2017.
The 2017 salary for pay grade level 28, Step 4 is $82,453.
Public Works Department
The Personnel Committee approved the reorganization of the Operations and Maintenance
Division. Changes included re-titling Operations and Maintenance to Construction Services. The
O & M Engineer position was also eliminated. The O & M Engineer position was classified a pay
grade 35 ($103,183 - $123,801).
The changes included the creation of the following positions:
Position Change: Grade
Construction Services Superintendent Newly Created Position Level 30
The Construction Services Superintendent will oversee all construction activities within the City of
Lakeville.
Senior Project Engineer (2 FTE) Newly Created Position Level 30
The Senior Project Engineer positions oversee construction services and engineering staff, as well as
lead multiple improvement projects.
Three well qualified employees were promoted to the positions on April 10, 2017. Pay grade level
30 salary range is $81,329 to $97,592.
