HomeMy WebLinkAboutPRNRC Minutes 04-19-17 DRAFT CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES April 19, 2017 Chair Swan called the meeting to order at 6:04 p.m. in the Lake Marion Conference Room. Members Present: Jeanne Peterson, Holly Weberg, Jim Storms, Lori Bovitz, Tom Goodwin, Bob Swan, Judy Hayes arrived at 6:06 p.m. Members Absent: Staff Present: Parks & Recreation Director John Hennen, Recording Secretary Stella Eskelson 1. Approval of March 15, 2017 minutes Minutes were approved as written. 2. Citizen comments No citizens present. 3. Staff Report: Staff shared that 70 individuals turned out for the Open House event at the Heritage Center. This was the first time that this event was hosted for the Lakeville Area Active Adults (LAAA), 13 individuals purchased memberships at this event. Year to date, LAAA has a total of 1,019 members. Staff shared some information regarding the 2017 Tree and Shrub Sale, sales for trees have been down this year with shrub sales being up from last year’s numbers. There was a variety of 12 different species of trees to pick from this year; this is the most that has been offered during the sale. Committee member Weberg shared an update from the April 13th Indoor Athletic Facility Task Force meeting. She shared a brief overview of the needs of the various organizations, what other facilities they are using and shared her perspective on what resources would be needed to support a facility of this nature. 4. 10 Year Park Dedication Fund Discussion: Staff touched on a prior discussion around the City Council hesitation to increase the residential Park Dedication fees that had been recommended by the committee at the October 5, 2016 PRNRC meeting. As a result of the December 12th Special City Council Work Session, Staff determined that it would be beneficial to compile a 10 Year Park Dedication Fund plan to better outline the estimated expenditures that could occur over the next 10 years. Staff shared an overview of the plan with committee members. Several major park projects and land acquisitions were touched on starting with the execution of the Antlers Park Master Plan, the addition of park shelters at Aronson Park and the Autumn Meadows Park design and construction which will be a new neighborhood park. Parks, Recreation & Natural Resources Committee Meeting Minutes, April 19, 2017 Page 2 Staff also discussed the purchase of 26 additional acres for the Avonlea Community Playfield which abuts 40 acres the City acquired through the development of the Avonlea Project. The development of this park would be the last athletic complex of this nature in Lakeville. Additional, new neighborhood parks would include Cedar Crossing/Landing and Legacy Parks; these will service their respective neighborhoods. The 10 Year CIP also allots for the expansion of the East Community Park, trail lighting throughout the system and irrigation improvements at King Park. Staff also touched on possible land acquisitions, fitness challenge park and outdoor performance stage/band shell. Updates to Ritter Farm Park were also included as expenditures; this would include the demolition of the existing ELC and renovation of the cabin for class and program usage. Committee members brainstormed around other park needs including the construction of a skate park and possible sites for the Indoor Athletic Facility. Committee member Goodwin asked about the acquisition of the ‘Big Woods’ parcel which is noted in the Parks, Trails and Open Space Plan. Staff indicated that we wanted to do an assessment of the value of the woods prior to noting purchase of property in proposed 10 Year CIP. Parks and Recreation Director John Hennen asked committee members their thoughts on trail lighting. Members felt they wouldn’t be needed for natural trails but believe it makes sense to install lights along paved trails in some cases. Committee Member Hayes shared that she prefers to only use trails in the evening/night that have lighting. 5. Other Business: No other business. 6. Announcements: The Roadside/Watershed Clean Up Day Event and the Arbor Day Tree and Shrub Sale are scheduled for Saturday, April 22nd at the Central Maintenance Facility.
