PARKS, RECREATION & NATURAL RESOURCES COMMITTEE
MEETING MINUTES
May 3, 2017
Vice Chair Peterson called the meeting to order at 6:00 p.m. in the Lake Marion Conference Room.
Members Present: Jeanne Peterson, Holly Weberg, Jim Storms, Lori Bovitz, Judy Hayes arrived
at 6:02 p.m.
Members Absent: Bob Swan, Tom Goodwin
Staff Present: Parks & Recreation Director John Hennen, Environmental Resources Manager,
Mac Cafferty, Recording Secretary Stella Eskelson
1. Approval of April 19, 2017 minutes
Minutes were approved as written.
2. Citizen comments
No citizens present.
3. Staff Report: Staff shared an update on the progress of the West Lake Marion Off-Road
Bike Trail construction, the contactor and volunteers are actively working on installation.
Approximately 30 volunteers turned out to clean up the bike trail and dispose of debris
on Saturday, April 22. A progress meeting with Staff and the Lakeville Cycling Association
board members was scheduled for May 3.
Staff provided details around a new requirement of the Department of Natural Resources
for cities to provide a Goose Management Plan if they participate in goose removal. This
management plan is to ensure that cities are also making an effort to deter geese from
settling in wetlands and lake areas. Staff is in the process of working with a consultant to
develop this plan.
Staff requested feedback from committee members on the success of the Watershed
Cleanup Day and Annual Tree Sale. Overall the feedback was positive and committee
members thought the event was well run, some suggestions for future events included a
paperless check in and survey as well healthier snack options for volunteers.
4. SBF 18th Addition Preliminary Plat: The Spirit of Brandtjen Farm 18th Addition includes
152 single family lots, 38 single family traditional lots and 63 detached townhouses. Plans
have been submitted for the extension of sanitary sewer and water utilities. The
developer is actively participating in the design of the landscape plan for the greenway
corridor which goes from 162nd St. to Eastview Drive.

Committee Member Weberg asked what the planned usage for Outlot C would be. Staff
stated that this would be used as a storm water basin.
Committee Member Storms inquired about the type of homes to be included in this plat.
Staff clarified that these would be single family dwellings and detached townhomes.
Motion made by Jim Storms, seconded by Lori Bovitz to recommend to City Council
approval of the SBF 18th Addition Preliminary Plat subject to the recommendations as
presented by City staff.
Ayes: unanimous
5. Lee Lake Subdivision Preliminary Plat: This is a mixed use development consisting of a
120 unit multi-family building and 2 commercial lots on 24.55 acres adjacent to Kenyon
Avenue.
Motion made by Judy Hayes, seconded by Holly Weberg to recommend to City
Council approval of the Lee Lake Subdivision Preliminary Plat subject to the
recommendations as presented by City staff.
Ayes: unanimous
6. Other Business:
Committee Member Storms introduced an overview of a Technology and Data Initiative
Proposal. This was follow up to prior discussions around the collection of participant
demographic data, programming participation and park usage in an effort to pinpoint
areas of need in the community. Committee Member Storms shared examples from the
NRPA website and how data is collected, reported upon and utilized by other
communities. Committee members indicated they would like to discuss the proposal in
more detail at the next scheduled meeting.
7. Announcements: The Household Hazardous Waste Drop-Off Day will be held on
Saturday, May 6 from 9 a.m. to 2 p.m. at the Central Maintenance Facility. This a
cooperative event with Dakota County. Residents can drop off household hazardous
waste, electronics, small household electronics, appliances and documents to be
shredded on-site which is a new service being offered this year.
