HomeMy WebLinkAboutItem 06.b CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES June 5, 2017 Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present: Mayor Anderson, Council Members Davis, Wheeler, Hellier and LaBeau Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney; Jeff Long, Police Chief; Chris Petree, Public Works Director; David Olson, Community & Economic Development Director; Jerilyn Erickson, Finance Director; John Hennen, Parks & Recreation Director; Daryl Morey, Planning Director; Charlene Friedges, City Clerk 3. Citizen Comments Chris Erickson, representing Lakeville Friends of the Environment, announced the upcoming Pedal the Parks events on June 17 and September 16. 4. Additional Agenda Information Mr. Miller presented a revised resolution setting the municipal liquor store hours, Item 6d. 5. Presentations/Introductions Chief Long introduced Commander Steve Sandberg of American Legion Post 44 who presented the American Legion Minnesota Outstanding Officer of the Year Award to Detective Dave Watson. Arenas Manager Shayne Ratcliff presented the Lakeville Arenas 2016 Annual Report and the proposed 2018 budget. 6. Consent Agenda Motion was made by LaBeau, seconded by Wheeler, to approve the following: a. Claims for payment b. Minutes of the May 15, 2017 City Council meeting c. Minutes of the May 22, 2017 Council work session d. Resolution No. 17-67 setting operational hours for Lakeville municipal liquor stores e. Acceptance of improvements and final payment to Choice Electric, Inc. for King Park baseball complex lighting, Improvement Project 15-15 f. Lakeville Area Arts Center performance agreements with Schiffelly Puppets, The Divas of Disco, Billy McLaughlin, Monroe Crossing, Collective Unconscious, Nikki & The RueMates, Lorie Line, Raymond Berg, Trainwreck Duet, and The Sarah Morris Band City Council Meeting Minutes, June 5, 2017 Page 2 g. Instructor agreements with Ron Osterbauer, Keya Board Company and STEM Bunnies for the Recreation Department h. Resolution No. 17-68 delegating authority to pay claims i. Extension of on-sale liquor license for Lakeville Brewing Company to allow the sale of alcohol and live entertainment in the fenced-in lawn area on July 7-8, 2017 j. Extension of on-sale liquor license for Babe’s Sportsbar & Grill to allow the sale of alcohol and live entertainment in the fenced-in parking lot on July 6-8, 2017 k. Contract with KLM Engineering, Inc. for water tower cleaning and inspection l. Joint Powers Agreement with Dakota County for fiber optic internet m. Joint Powers Agreement with Dakota County and Resolution No. 17-69 approving purchase agreement with Jerald A. Johnson for Lots 5 and 6, Block 8, Lyndale Lakes Club 2nd Addition, for the Orchard Lake Conservation Area n. Accept proposal from Barr Engineering dated June 1, 2017 for updating the Water Resources Management Plan o. Resolution No. 17-70 approving plans and specifications and setting a bid date for pedestrian traffic signal improvements p. Grant Agreements with Dakota County for aquatic invasive species cost-share Voice vote was taken on the motion. Ayes – unanimous 7. Ordinance Establishing a License for Mobile Food Units Mr. Morey presented an ordinance amending Title 3 of the City Code related to mobile food units (trucks). The ordinance allows one mobile food unit in the C-CBD District at any one time between the hours of 7 a.m. and 10 p.m. on Fridays, Saturdays and federal holidays. The owner of the mobile food unit must obtain a license from the Planning Department and provide proof of liability insurance in the amount of $2 million. Mr. Morey also presented a resolution establishing the license fee for mobile food units at $50 per day. Motion was made by LaBeau, seconded by Davis, to adopt Ordinance No. 980 and Summary Ordinance No. 980 amending Title 3 of the City Code related to mobile food units; and approving Resolution No. 17-71establishing a $50 per day license fee for mobile food units.
