AWARD CONTRACT TO FRIEDGES CONTRACTING FOR
222ND STREET ROADWAY AND UTILITY IMPROVEMENTS
Proposed Action
Staff recommends adoption of the following motion: Move to award contract to Friedges
Contracting Inc. for 222nd Street Roadway and Utility Improvements.
Overview
On May 1st, 2017, the Lakeville City Council approved plans and specifications for 222nd Street
Roadway and Utility Improvements (City Project 17-07).
On Wednesday, May 31st, 2017 at 11:00 a.m. the City received ten bids for City Project 17-07.
The bids ranged from a low base-bid of $907,238.00 submitted by Friedges Contracting to a high-
base bid of $2,217,253.75. The engineer’s estimate of the construction cost was $1,308,857.
Primary Issues to Consider
• The bid alternate for watermain jacking at Cedar Avenue (in lieu of directional drilling)
was removed from the project; this did not change the bidding order.
• At its June 19th, 2017 meeting, the Lakeville City Council approved a First Amendment to
Development Contract with Lakeville 222nd 2017, LLC and a Public Improvement &
Special Assessment Agreement with Hat Trick Investments, LLC. The City will construct
and finance the public improvements (CP 17-07) associated with the Launch Park First
Addition development project. Lakeville 222nd 2017, LLC and Hat Trick Investments will
be assessed 100% of the project costs. The City’s anticipated funding source is the
issuance of general obligation bonds under Minnesota Statutes, Chapter 429, for local
improvements.
• Construction is anticipated to begin in June 2017 and end by October 2017.

RESOLUTION NO. 17-
RESOLUTION AWARDING CONTRACT FOR
222ND STREET ROADWAY AND UTILITY IMPROVEMENTS
WHEREAS, the City of Lakeville received sealed bids on Wednesday, May 31st, 2017 at
11:00 a.m. for 222nd Street Roadway and Utility Improvements, City Project 17-07; and
WHEREAS, the lowest responsible base-bid was from Friedges Contracting, Inc.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lakeville,
Minnesota:
Hereby awards the contract to the lowest responsible bidder that meets all the bid
requirements, Friedges Contracting, Inc., with a base-bid in the amount of $907,238.00. The
construction is proposed to be completed as specified in the contract documents.
ADOPTED by the Lakeville City Council this 19th day of June 2017.

Dear Mr. Johnson:
On Wednesday, May 31, 2017, at 11:00 AM, bids were received and opened for the above-
referenced project and Friedges Contracting, Inc. was the apparent low bidder. Bids were received
from ten (10) contractors as follows:

The bid proposal form included Bid Alternate No. 1 for the jacking of watermain pipe under the Cedar
Avenue culvert in lieu of the directionally drilling specified in the base bid. Contractor pricing for the
bid alternate did not change the bidding order. Based on input from City staff, it is recommended to
move forward with the base bid project only and award the project based on the total base bid
amount shown above.
The Engineer’s opinion of probable cost (OPC) was compiled based on recent bid results and
MnDOT cost summaries for the individual project bid items to obtain an aggregate estimate for the
project.

A review of Friedges Contracting, Inc’s bid with comparison to the other submitted bids and
engineer’s OPC confirms their bid as an acceptable low bidder. The City has previously worked with
Friedges Contracting, Inc. and their work has proven to be satisfactory.
We recommend that the City Council award the contract for City Project 17-07, 222 nd Street and
Utility Improvement Project to Friedges Contracting, Inc. based on the total base bid in the amount of
$907,238.00.
