Proposed Action
Staff recommends adoption of the following motion: Move to approve the Ordinance
Adopting Fees and Summary Publication of Ordinance.
Approval of the Ordinance will result in the approval of changes for Park Dedication fees.
Overview
State law requires that the establishment or modification of fees to process land use
applications must be established by ordinance after a public hearing is conducted.
The fee schedule is reviewed annually to ensure that rate structures accurately reflect cost of
services provided. The proposed changes are items that required changes prior to the next
annual review cycle.

Subject: July 1, 2017 Proposed Fee Schedule
Annually, staff reviews the fee schedule as part of the budget process and makes
recommendations to the City Council for changes or additions as needed. The proposed
changes are items that required changes prior to the next annual review cycle. The Council is
required to announce the time and place of the council meeting at which the 2017 official fee
schedule would be discussed and which would allow for citizen input. A public hearing as
required by State Statute 462.353 is being held on June 19, 2017. The requirements to adopt a
fee schedule set out in Minnesota Statute 462.353 subd. 4 will be met at the June 19, 2017
Council meeting.
Current Circumstances
A public hearing is required by State Statute 462.353. The hearing will allow citizens and other
interested parties to voice their opinions regarding the fees and charges. The input received
from the May 22nd work session and public hearing on June 19th will be incorporated into
the 2017 Official Fee Schedule.
Proposed Fee Schedule Changes and Explanations
The residential park dedication fees are proposed to increase by 3% as of July 1, 2017,
following an evaluation of the current fees, the estimated market value of unplatted land, and
a 10-year Park Dedication Fund plan. Increases to these fees are recommended by the Parks,
Recreation, and Natural Resources Committee, along with the Finance Committee.
Conclusion
The 2017 Official Fee Schedule will be effective dated July 1, 2017.

AN ORDINANCE ADOPTING A FEE SCHEDULE
This ordinance prescribes fees sufficient to defray the costs incurred by the City of Lakeville in
reviewing, investigating and administering applications from the amendment to an official control
established pursuant to Minnesota Statutes Sections 462.351 to 462.364 and applications for
permits or approvals required under an official control established pursuant to those sections.
A printed copy of the ordinance is available for inspection by any person during regular office hours
at the office of the City Clerk.
