HomeMy WebLinkAboutItem 06.c Date: Item No. 2017/2018 LIQUOR LICENSE RENEWALS Proposed Action Staff recommends adoption of the following motion: Move to grant on-sale liquor, club liquor, wine, 3.2% malt liquor, on-sale brewpub, taproom and brewer off-sale licenses effective July 1, 2017 to June 30, 2018. Overview All liquor licenses expire on June 30th. Renewal application packets and invoices were mailed to each license holder. Applications were reviewed, and a spreadsheet documenting pertinent information is attached. All applicants indicated that real estate taxes, assessments or other financial claims of the City or State have been paid on their property. All license fees have been paid. License holders who pay the $6450 license fee must submit copies of their Minnesota sales tax reports for the previous 12 months to show that alcohol sales were less than $375,000. Lakeville Brewing Company is requesting several outdoor live music events during the summer months. All events will conclude by 10 p.m. The Police Department reviewed the request and has no concerns related to outdoor events at this establishment. Primary Issues to Consider • Do all license holders meet the requirements for renewal? Several license holders have not submitted a certificate of liquor liability insurance for the 2017-2018 renewal period. Licenses will not be issued until the appropriate certificates of insurance are received. On some days during this time period, our lawn area may be serviced with a portable bar offering alcoholic beverages to adults age 21 and over. Basic amplification will be used. Products served at the event We will provide food and beverage service to people in the event area with professional wait staff. We may also serve alcoholic beverages from a portable bar located on the lawn in the event area on dates where we expect larger customer volume. Estimated Attendance Our lawn area is sufficient to comfortably accommodate up to 400 people. Our brewpub capacity indoors is approximately 165. Lakeville Brewing Co., LLC Event Plan, Summer Music 2017 Page | 2 Parking and Traffic We do not anticipate our event to cause any encumbrance to normal traffic flow. Sanitation and Health Facilities Our brewpub indoor restroom facilities will be open to event attendees. We have three stalls in our female restroom. Our men’s restroom has one stall and two urinals. Both men’s and women’s restrooms have ADA compliant facility. Hand wash sinks are also available inside the brewpub in the restroom area. City Services and/or Property Required None Layout plan 1. The yellow outline indicates where the physical fence boundary for the event area is located. Staff will assure that no alcohol go beyond the fenced boundary. 6. Based on weather and owner discretion, we may choose to put up a tent (compliant with state and city fire code requirements) in the event area. This would be located over the stage and toward the south end of the event area away from fixed structures. 2 Safety and Security Safety Lakeville Brewing Co LLC will assure that a first aid kit is available and that an emergency response plan is available and understood by all employees for the event. All event plans will be shared with the City of Lakeville and all recommendations and requirements shared by LPD and LFD will be implemented. Entrances, Exits, and Access control All guests may enter the business through the main entrance located on the northeast corner of our building along 208th Street and generally facing Holyoke Ave. Direct access through the patio gate will also be permitted. An emergency egress is available on the east side of the concrete patio by which guests can exit into the main parking lot. Security Personnel As with normal patio operations, all of our regular staff will be monitoring the yard area for safety and compliance with the stipulations of our liquor license and event permit. 3 Age Verification As with our normal operations, a valid identification will be required to verify age of individuals ordering alcoholic beverages from a server or at the bar.
