ACCEPT PROPOSAL FROM WSB & ASSOCIATES TO
PREPARE A LETTER OF MAP REVISION FOR THE
EAST BRANCH OF THE SOUTH CREEK CROSSING AT CEDAR AVENUE
Proposed Action
Staff recommends adoption of the following motion: Move to accept WSB & Associates proposal
for professional services to revise the Federal Emergency Management Agency’s Flood Insurance
Study for the East Branch of the South Creek crossing at Cedar Avenue.
Overview
The City is coordinating with Dakota County and the Minnesota Department of Natural Resources
(MnDNR) to revise the Federal Emergency Management Agency’s (FEMA) Flood Insurance Study
(FIS) for the East Branch of the South Creek crossing at Cedar Avenue. The MnDNR’s review of
the Cedar Crossings subdivision identified a Cedar Avenue culvert crossing replacement in 2000
that was not included in FEMA’s most recent FIS update. The culvert crossing replacement creates
floodplain modifications that require a Letter of Map Revision (LOMR). A LOMR is FEMA’s
administrative procedure for modifying existing Flood Insurance Rate Maps (FIRM). A FIRM is
FEMA’s official map of the City showing the boundaries of floodplain areas where flood insurance
is required. The LOMR results will be used to revise the floodplain boundaries within and adjacent
to the Cedar Crossings subdivision.
Primary Issues to Consider
• The attached WSB & Associates proposal identifies the scope of work, estimated cost and
schedule for completing the work.

Re: Proposal and Fee Estimate for Professional Services
East Branch South Creek Flood Map Revision
Dear Mr. Johnson:
WSB & Associates, Inc. (WSB) is pleased to present this proposal to provide engineering services to
revise the FEMA flood insurance study for the East Branch South Creek upstream of Cedar Avenue
(shown on panels 27037C0211E and 27037C0213E) to incorporate the culvert crossing under Cedar
Avenue that was not in the 2011 Flood Insurance Study. The need for this work was determined from
conversations with City staff, the Minnesota Department of Natural Resources, and Mattamy Homes. Our
project team proposes the following scope of services to complete the map revision:
Project Approach/Scope of Services
1. Update the existing City of Lakeville’s XPSWMM model
This task consists of revising the existing XPSWMM model to ensure it meets FEMA standards.
We anticipate the following sub-tasks will be required:
Refine the City’s XPSWMM model to include transects at the existing Flood Insurance Study
(FIS) cross-section locations
Calibrate the refined model against storm events
Define the floodway
2. Submittal to the Minnesota Department of Natural Resources
This task includes the preparation of the FEMA Letter of Map Revision (LOMR) forms and
documentation and submission to the Minnesota Department of Natural Resources (DNR) for
review of the application package, prior to submission to FEMA. Based on past experience, the
DNR has been able to return review comments within two weeks of receipt of the data. WSB
commits to responding to one round of DNR comments within two weeks or receiving them.
3. Letter of Map Revision Submittal to FEMA
Following the resolution of the DNR comments from Task 2, we will finalize the LOMR application
package and submit to FEMA for review. FEMA is allowed a 90-day review period and allows
another 90 days for responses to comments. Based on this, we assume one round of comment
responses with FEMA and anticipate approval of the LOMR between three and six months after
receipt of the complete application package.
Proposed Fee
WSB proposes to complete the above scope of services on an hourly basis in accordance with our 2017
billing rate schedule for an estimated fee of $28,440. This scope of services does not include additional
meetings with the City, DNR, or revisions requested by the DNR or FEMA, other than specified above.
Any requests outside this scope will be billed on an hourly basis, following approval from the City.
