HomeMy WebLinkAboutItem 06.i Date: Item No. ACCEPT PROPOSAL FROM SRF CONSULTING GROUP FOR PROFESSIONAL SERVICES FOR 202ND STREET IMPROVEMENTS (HOLYOKE AVENUE TO CEDAR AVENUE) Proposed Action Staff recommends adoption of the following motion: Move to accept proposal for professional services from SRF Consulting Group for 202nd Street Improvements (Holyoke Ave. to Cedar Ave.). Overview The City and County are partnering to reconstruct/widen 202nd Street (Holyoke Ave. to Cedar Ave.) to a 2-lane divided highway to alleviate congestion, make safety improvements and provide for increasing traffic levels (CP 15-12). Proposed improvements also include a) traffic signal at 202nd Street/Cedar Avenue intersection; b) dedicated turn lanes at intersections; c) pedestrian underpass and trails; and d) park mitigation at Aronson Park. The project includes evaluation of the 202nd Street/Holyoke Avenue intersection; based on evaluation results, intersection improvements may be added to CP 15-12. The proposed project schedule is a) design (2017); b) right-of-way acquisition (2018); and c) construction (2019). The City is the lead agency for park mitigation, underpass lighting and storm water management design. SRF’s proposal identifies scope of services and estimated costs. SRF will prepare a project memorandum (federal funding requirement) and a final design/bid package for underpass lighting, storm sewer, storm water management and park mitigation. Primary Issues to Consider • The adopted 2017-2021 Transportation Capital Improvement Plan programs a total project cost (City-share only) of $1,747,950. Project costs not covered by federal funds ($3.2M) will be shared by the City (45%)/County (55%). Potential City funding sources include the Escrow Fund, Municipal State Aid Fund, Trunk Storm Sewer Fund and Trunk Water Fund. • The County Board of Commissioners authorized execution of a Joint Powers Agreement (JPA) with the City at its June 6, 2017 meeting. A JPA will be brought forward for Council consideration at a future meeting. (SRF) is pleased to submit this proposal to provide professional services for preliminary and final drainage design of CSAH 50 from Holyoke Avenue to Cedar Avenue. Scope of Services We propose to carry out the work (“Scope of Services”), set forth in Attachment A, attached hereto and incorporated into this Agreement. We have included our project assumptions in the attachment. Schedule SRF is ready to proceed upon your authorization and we will complete this work within a mutually agreed-upon time schedule. Basis of Payment/Budget We propose to be reimbursed for our services on an hourly basis for the actual time expended. Other direct project expenses, such as printing, supplies, reproduction, etc., will be billed at cost, and mileage will be billed at the current allowable IRS rate for business miles. Terms and Conditions The terms and conditions agreed upon by SRF and the City of Lakeville and identified in the Master Agreement for Professional Engineering Services, together with this proposal for professional services, constitute the entire agreement between the Client and SRF Consulting Group, Inc. and supersede all prior written or oral understandings. This agreement may only be amended, supplemented, modified or canceled by a duly executed written instrument.
