TO INSTALL A FLOOR COATING SYSTEM IN THE FLEET MAINTENANCE AREA OF THE CENTRAL MAINTENANCE FACILITY Proposed Action Staff recommends adoption of the following motion: Move to approve a proposal by Pro Maintenance, Inc. to install a floor coating system in the fleet maintenance area of the Central Maintenance Facility. Overview The current floor coating in the fleet maintenance area is original to facility construction. Over those 12 years, it has seen constant and hard use. Parts of the floor coating have delaminated from the concrete floor due to age and use. A new coating system will reseal the floor to prevent damage to the concrete and provide a safe walking and working surface for staff. The City obtained two quotes for the installation of an epoxy floor coating system. Both contractors offered the same price to remove the old floor coating, prepare the concrete for a new coating, and apply the new coating. The difference between the vendors is in time required to complete the process. Pro Maintenance, Inc. can complete the process in three days with less disruption to fleet maintenance activities than the other contractor. Staff has reviewed the proposals and recommends approval to install the floor coating system in the maintenance shop and the optional office bay. Primary Issues to Consider • Does the floor coating need to be replaced? Yes. Protecting the underlying concrete from damage from deicing chemicals, oils, grease, gasoline, and other solvents is important to prevent deterioration and pitting. Additionally, a floor coating provides a slip resistant surface for staff. Supporting Information • A copy of the proposal is attached. Grind floor to remove existing coatings. 2.Shot blast floor to profile for adhesion. 3. Fill joints with Eco-Flex. 4.Prime floor with Epoxy at a rate of 450 square feet per gallon. 5.Install fill coat Epoxy at a rate of 450 square feet per gallon. 6.Install one coat Epoxy at a rate of 100 square feet per gallon. 7.Install topcoat of Eco-HTS Satin Finish Urethane at a rate of 500 square feet per gallon. When a co ncrete floor gets wet it absorbs like a sponge. The shale retains the moisture, and when it freezes it expands, and may form a hole in concrete floors. I.I understand that my cement may be composed of shale. I understand that Pro Maintenance will fill any existing pop outs to at least 90% fill. I also acknowledge that new pop outs could appear after floor coating is installed. II.I acknowledge that shale is a concrete problem, and not an adhesion failure. If future shale pop outs occur there will be a c harge to repair because shale pop outs are an existing issue and not covered under Pro Maintenance’s warranty. PRO MAINTENANCE LIMITED WARRANTY STATEMENT Pro Maintenance warrants that all coating materials and resurfacers are applied as required by manufacturer’s specifications and will repair any coatings that have peeled due to improper preparation and application if notified within a period of one year provided the work has not been damaged by Owner, or used for a purpose for which it was not intended or abnormal wear and tear and/or abuse. Pro Maintenance cannot be held responsible for damage caused by factors beyond its control including damage to the coating from substrate failures and hydrostatic or vapor pressure. Surface discoloration resulting from chemical staining or UV exposure may occur under certain conditions and is not covered u nder this limited warranty. Pro Maintenance specifically disclaims implied warranties of merchantability of fitness for purpose. The Owner agrees that Pro Maintenance shall not be liable for loss of use, damage to contents, or consequential damages attributable to defect ive work and that its sole remedy for defective work shall be repaired by Pro Maintenance upon notice provided herein. Unless otherwise provided in the contract the foregoing warranty is the only warranty made by Pro Maintenance and is expressly made in lieu of any and all other warranties, guarantees or representations whether expressed or implied.
