CITY OF LAKEVILLE
CITY COUNCIL MEETING MINUTES
August 7, 2017
Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City
Hall. After a moment of silence, the Pledge of Allegiance to the flag was given.
Members Present: Mayor Anderson, Council Members Wheeler, Hellier and LaBeau
Absent: Council Member Davis
Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney;
Jeff Long, Police Chief; Chris Petree, Public Works Director; Jerilyn Erickson, Finance
Director; John Hennen, Parks & Recreation Director; Charlene Friedges, City Clerk

5. Presentations/Introductions
Assistant Chief Todd Sellner introduced Melissa Holland of CenterPoint Energy, who
presented a $2,500 Community Partnership Grant to the Fire Department for the purchase
of rescue swimmer equipment.
John Hennen introduced Lakeville Lions President Brenda Herald, along with Christian
Donovan, who presented a $10,000 donation to the Parks & Recreation Department and
the Lakeville Cycling Association for the West Lake Marion off-road bike course. Steve
Knowlton, President of Lakeville Cycling Association, thanked the Lakeville Lions for their
generous donation.
Mr. Hennen presented the Parks & Recreation Department quarterly report.
6. Consent Agenda
Motion was made by LaBeau, seconded by Hellier, to approve the following:
a. Check register review
b. Minutes of the July 17, 2017 City Council meeting
c. Minutes of the July 24, 2017 special Council meeting
d. Minutes of the July 24, 2017 Council work session
e. Acceptance of improvements and final payment to McNamara Contracting, Inc. for
2016 street reconstruction, Improvement Project 16-02

f. Resolution No. 17-102 eliminating the convenience fee for online utility billing credit
card payments
g. Agreement with Payment Service Network, Inc. for utility billing online portal and e-bill
services
h. Administrative Services Agreement with ICMA Retirement Corporation
i. Accept SRF Consulting Group proposal for professional services for the County Road 50
expansion
j. Accept SEH proposal for professional services for the Dodd Boulevard/Glacier Way
intersection improvements
k. Agreement with Dakota County for aquatic invasive species aid grant
l. Terminate farm license agreement with Brian Murphy and approve license agreement
with Veit & Company for use of City property
m. Resolution No. 17-103 accepting donation from CenterPoint Energy to the Fire
Department
n. Accept Pro Maintenance, Inc. proposal to install a floor coating system at the Central
Maintenance Facility
o. Accept bids for City Hall boiler replacement and award contract to Pioneer Power, Inc.
Voice vote was taken on the motion. Ayes – unanimous
7. General Obligation Bonds, Series 2017A
Finance Director Jerilyn Erickson presented a resolution authorizing the issuance and
awarding the sale of General Obligation Bonds. The bond issuance will finance the 2017
street reconstruction project, Holyoke Avenue improvements and the 222nd Street (Launch
Park) street and utility improvements.
Dave MacGillivray of Springsted presented the bid results. Fifth Third Securities, Inc.
submitted the winning bid with an interest rate of 1.95%. He explained that subsequent to
bid opening, the issuance size decreased from $11,535,000 to $10,165,000. Moody’s
Investors Service has confirmed the City’s favorable Aa1 rating for this bond issuance.
Motion was made by Hellier, seconded by Wheeler, to approve Resolution No. 17-104
authorizing issuance, awarding sale, prescribing the form and details and providing for the
payment of $10,165,000 General Obligation Bonds, Series 2017A.
Roll call was taken on the motion. Ayes – Anderson, Wheeler, Hellier, LaBeau
