HomeMy WebLinkAboutItem 06.oDate: September 18, 2017 Item No.________ GRANT AGREEMENT WITH MINNESOTA DEPARTMENT OF PUBLIC SAFETY Proposed Action Staff recommends adoption of the following motion: Approve resolution authorizing the Police Department to participate in a grant agreement with the Minnesota Department of Public Safety (DPS) for a DWI Officer. Overview The Lakeville Police Department will receive approximately $400,000 grant funds, over the course of four years, to cover a DWI enforcement full‐time sworn officer, fringe benefits, and a squad car with necessary equipment. The Year Four agreement is for $118,127 and includes officer salary and fringe for all DWI Officer related work. The DWI Officer will work the peak nights and times when drinking and driving occurs. The goal is to support traffic safety interventions that have been proven to reduce deaths and severe injuries caused by motor vehicle crashes. Primary Issues to Consider • Year 4 of the 4-year grant runs October 1, 2017 through September 30, 2018 • Up to $35,000 match/year required • Match includes vehicle maintenance, non-DWI Officer or Department required training, non-DWI Officer patrol hours Supporting Information • Agreement – Signature Required • Certificate Regarding Lobbying – Signature Required Financial Impact: $35,000.00 Budgeted: Y☒ N☐ Source: Annual Budget Related Documents: (CIP, ERP, etc.): Envision Lakeville Community Values: Safety Throughout the Community; Good Value for Public Services Report Completed by: Jeff Long, Police Chief CITY OF LAKEVILLE RESOLUTION NO. ____ RESOLUTION AUTHORIZING PARTICIPATION IN A GRANT AGREEMENT WITH MINNESOTA DEPARTMENT OF PUBLIC SAFETY (DPS) FOR DWI OFFICER WHEREAS, the Lakeville Police Department desires to continue participation in the Minnesota Department of Public Safety’s (DPS) DWI Officer grant in order to receive DWI Officer grant funds to cover the salary and training costs for a DWI Officer. NOW, THEREFORE, BE IT RESOLVED that the City of Lakeville City Council hereby authorizes the Lakeville Police Department to participate in a grant agreement with the Minnesota Department of Public Safety for traffic safety enforcement projects during the period from October 1, 2017 through September 30, 2018; and The Mayor and City Clerk are hereby authorized to execute such agreements and amendments as are necessary to implement the project on behalf of the City of Lakeville and Lakeville Police Department. (2) If any funds other than Federal appropriated funds have been paid or will be paid to any person for influencing or attempting to influence an officer or employee of any agency, A Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with this Federal contract, grant, loan, or cooperative agreement, the undersigned shall complete and submit Standard Form-LLL, “Disclosure of Lobbying Activities”, in accordance with its instructions. (3) The undersigned shall require that the language of this certification be included in the award documents for all sub-awards at all tiers (including subcontracts, sub-grants, and contracts under grants, loans and cooperative agreements) and that all sub-recipients shall certify and disclose accordingly. This certification is a material representation of fact upon which reliance was placed when this transaction was made or entered into. Submission of this certification is a prerequisite for making or entering into this transaction imposed by Section 1352, Title 31 U.S.Code.
