HomeMy WebLinkAboutItem 03B CITY OF LAKEVILLE PLANNING COMMISSION WORK SESSION MINUTES September 21, 2017 Chair Swenson called the work session to order at 6:55 p.m. Members Present: Chair Jason Swenson, Vice Chair Pat Kaluza, Karl Drotning, Scott Einck, Jason Kelvie, Brooks Lillehei, Paul Reuvers Members Absent: Ex-Officio Mike Lamm Staff Present: Planning Director Daryl Morey Others Present: Andy Wiegand, 18624 Irvine Trail Andy Wiegand Variance Discussion Mr. Wiegand presented his fence height variance request. He stated that the need for the eight foot height of the fence along 185th Street is due to the rear yard of their single family lot being approximately three feet lower that 185th Street. Mr. Morey stated that the Wiegands explored the option of raising the elevation along their rear property line but City Engineering staff was concerned that it would negatively impact rear yard drainage for the single family lots abutting 185th Street. The Planning Commission concurred that this request meets the variance criteria required by Section 11-6-5 of the Zoning Ordinance and they support the variance. The Planning Commission also stated that this type of situation, where the elevation of the single family lot is lower than the adjacent street, should be reviewed with a future Zoning Ordinance update. White Funeral Home/McDonald Eye Care Rezoning Discussion Mr. Morey presented this request. He stated White Funeral Home is requesting the rezoning so they can install a dynamic display sign to replace their existing freestanding sign that has to be removed with the CSAH 50 Improvement Project. Dynamic display signs are not allowed in the O-R District, which the property is currently zoned. He stated the adjacent Lakeville Dental property is zoned C-3 and that the White Funeral Home and McDonald Eye Care properties were re-guided and rezoned to O-R as part of the 2008 Comp. Plan update due to the fact they abut the Viking Square townhomes which Lakeville Dental does not. The widening of CSAH 50 with the improvement project will move the driveway access for White Funeral Home and McDonald Eye Care from CSAH 50 to a newly constructed backage road (Icenic Way), which now forms a physical separation between these two businesses and the townhomes. The Planning Commission expressed support for the O-R to C-3 rezoning for White Funeral Home and McDonald Eye Care due to the changes that are occurring with the CSAH 50 Improvement Project.
