CITY COUNCIL MEETING MINUTES
September 18, 2017
Mayor Anderson called the meeting to order at 7:00 p.m. in the Council Chambers at City
Hall. After a moment of silence, the Pledge of Allegiance to the flag was given.
Members Present: Mayor Anderson, Council Members Davis, Wheeler, Hellier and LaBeau

5. Presentations/Introductions
Kati Bachmayer, Economic Development Specialist, presented a proclamation for the 24th
Annual Manufacturers Week, October 1-7, 2017. Council Member Hellier read the
proclamation.
6. Consent Agenda
Motion was made by LaBeau, seconded by Davis, to approve the following:
a. Check register review
b. Minutes of the September 5, 2017 City Council meeting
c. Minutes of the August 28, 2017 Council work session
d. Resolutions No. 17-121 and 17-122 accepting donations from the Lakeville Public
Safety Foundation
e. Resolution No. 17-123 approving the issuance of Lease Revenue Liquor Enterprise
Refunding Bonds by the Housing and Redevelopment Authority of the City of Lakeville
f. Acceptance of improvements and final payment to Minnesota Dirt Works, Inc. for

Voice vote was taken on the motion. Ayes – unanimous
7. Fulford Group, LLC and BTD Manufacturing, Inc.
Mayor Anderson opened the public hearing to consider an amendment to the business
subsidy agreement with Fulford Group, LLC and BTD Manufacturing, Inc.
Paul Gintner, President of BTD Manufacturing, Inc., requested Council approval of an
amendment to the Contract for Private Development with Fulford Group and BTD
Manufacturing. BTD is requesting an additional year to meet the job creation goal as
provided in the Contract for Private Development approved by the City Council in 2015.
He stated the company has made solid progress, adding 53 new positions over the past
two years and actively recruiting for another 26 open positions.
Ms. Bachmayer presented the staff report. Minnesota Statute authorizes the City to grant
an extension of one year. There were no questions or comments from the audience.
Motion was made by Davis, seconded by Wheeler, to close the public hearing.

Voice vote was taken on the motion. Ayes – unanimous
Motion was made by Davis, seconded by Wheeler, to approve an Amendment to Contract
for Private Development between the City of Lakeville and Fulford Group, LLC and BTD
Manufacturing, Inc.
Roll call was taken on the motion. Ayes – Davis, Anderson, Wheeler, LaBeau
Council Member Hellier abstained due to a conflict of interest.
8. Bethlehem Baptist Church
Jon Hendricks, representing Bethlehem Baptist Church, requested City Council approval of
the preliminary and final plat and conditional use permit to allow construction of a new
church on 12 acres located east of Kenrick Avenue and south of 205th Street. Concerns
raised by the adjacent residents concerning tree removal and screening have been
addressed with revisions to the grading and landscape plans. Amendments include a
reduction in the number of future parking spaces, relocation of the remaining parking
spaces to create a larger buffer area and the addition of a berm. In addition, Mr. Hendricks
stated they have agreed to plant trees taller than what was previously proposed and with
phase one rather than phase two.
Mr. Morey presented the preliminary and final plat of one lot and one outlot and the
conditional use permit, which allows a church in the C-3 District, a building height greater
than 35 feet and an exception to the exterior building material requirements. He provided
a detailed overview of the revised grading and landscape plans. He also presented a
resolution approving the conveyance of a 15-foot strip of City-owned property adjacent to
Holiday Inn to Bethlehem Baptist Church, which is contingent upon the recording of the
Bethlehem Baptist Church final plat.
Motion was made by Hellier, seconded by LaBeau, to approve the following:
• Resolution No. 17-130 approving the preliminary and final plat of Bethlehem
Baptist Church;
• Findings of fact and conditional use permit;
• Resolution No. 17-131 approving conveyance of City-owned property to Bethlehem
Baptist Church
Roll call was taken on the motion. Ayes – Anderson, Wheeler, Hellier, LaBeau, Davis
9. Preliminary 2018 Property Tax Levy and Budget
Ms. Erickson presented the preliminary 2018 property tax levy and preliminary 2018
budget. She explained that taxable market values have increased significantly (8.4%) from
2017 to 2018. About 2.9% is from new construction. That new construction will generate
approximately $776,000 of the additional tax levy being requested. Community growth
has had a large impact over the past several years on demands for resources and services.

Therefore, the preliminary budget includes several new positions in the Police Department
as well as a facility attendant.
The proposed 2018 tax levy represents a 5.9% increase over the 2017 levy. This will result
in an estimated increase of $49 on a median valued home. Existing commercial properties
in the city increased in market value by about three percent. Therefore, the proposed levy
will result in an estimated $56 increase on a commercial property valued at $1 million.
These figures represent only the City’s portion of property taxes.
Motion was made by Wheeler, seconded by Davis, to approve Resolution No. 17-132
adopting the preliminary 2018 property tax levy, adopting the preliminary 2018 budget
and setting the budget public hearing to be held on December 4, 2017 at 7:00 p.m.
Roll call was taken on the motion. Ayes – Wheeler, Hellier, LaBeau, Davis, Anderson
