These street improvements constitute City Improvement Project 18-03. Overview On July 5, 2017, the City Council authorized WSB & Associates, Inc. to prepare a feasibility report for the Kenrick Avenue Improvement Project areas listed. That feasibility report has been completed. Based on information in the feasibility report, the estimated cost for the Kenrick Avenue Improvement Project is $2,961,260. Funding for the Kenrick Avenue Improvement Project, based on the City’s Street Assessment Policy, is recommended as follows: $227,762 Utility Funds, $2,154,871 City issuance of debt which is repaid with property tax levies and $578,627 through special assessments to benefitting property owners. In the coming months, the City Council will consider various debt financing options including but not limited to debt maturity (years). o Financing for watermain replacement and planned corrosion protection installation ($212,904) will be evaluated by City Staff, and the City Council will consider various financing options in the upcoming months. o Sanitary sewer improvements are estimated at $14,858 which is financed from the Sanitary Sewer Operating Fund. NOW, THEREFORE, BE IT RESOLVED, by the Lakeville City Council: 1. The Feasibility Report for Project 18-03 is hereby approved. 2. A public hearing is hereby called for November 20, 2017 at 7:00 p.m. at the Council Chambers of the City Hall and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. EXECUTIVE SUMMARY The Kenrick Avenue Improvement Project, City Project No. 18-03, was initiated by the City’s Pavement Management Program. Improvements are proposed along Kenrick Avenue from approximately 200 feet south of Maple Island Road (Burnsville, MN) to approximately 340 feet north of Kenrick Circle, which is just south of the southerly driveway entrance to Mills Fleet Farm (17070 Kenrick Avenue). The project is approximately 7,550 feet (1.43-miles) in length. The Kenrick Avenue Improvement Project includes roadway reclamation improvements based on pavement ratings, current roadway conditions and utility needs in the area, as well as the overall Capital Improvement Plan (CIP) budget. Reclamation of the existing bituminous pavement and roadway reconstruction, consisting of complete curb and gutter replacement, spot concrete sidewalk replacement, pedestrian ramp installation, and new pavement installation, are recommended for this corridor of Kenrick Avenue. Replacing portions of the City’s deteriorating utility infrastructure in conjunction with the proposed street improvements provides an opportunity to minimize the replacement costs and traffic disruptions associated with the work. Proposed utility improvements include the following: ▪ Installation of corrosion protection for the existing watermain throughout the length of the Project. ▪ Replacement of a section of existing ductile iron watermain near the intersection with 167th Street to a corrosion resistant pipe material. ▪ Repair or replacement of structurally deficient storm sewer manholes along with the installation of additional storm sewer facilities to improve drainage. ▪ Replacement of all structurally deficient storm sewer and all sanitary sewer manhole castings that do not meet current City Standards, including the installation of chimney seals. The total estimated project cost for the Kenrick Avenue Improvement Project is $2,961,260, which includes a ten percent (10%) contingency and twenty-eight percent (28%) indirect costs for legal, engineering, administrative, and financing costs (Opinion of Probable Cost can be found in Appendix B). The Project is proposed to be funded through City funds and special assessments to benefitting property owners. STREET IMPROVEMENT PROGRAM 2.1 Introduction 2.1.1 Authorization On July 5, 2017, the Lakeville City Council authorized the preparation of an engineering feasibility report for the Kenrick Avenue Improvement Project. This project is included in the City’s 2017- 2021 CIP and has been designated as City Project No. 18-03. 2.1.2 Scope This report investigates the feasibility of proposed street and utility improvements identified within the City’s Pavement Management Program and CIP for 2018. This improvement project was initiated due to the aging condition of the existing roadway section. The existing average OCI value for Kenrick Avenue is 32.4 using an OCI scale of 0 to 100 (with zero representing a failing street section and 100 representing a new street section free of deficiencies). Streets with OCI values less than 35 are considered to be in failing condition. Improvements outlined within this report include street reconstruction, complete curb and gutter replacement, spot concrete sidewalk replacement, pedestrian ramp installation, installation of corrosion protection, sanitary sewer repairs, and storm sewer improvements. 2.1.3 Data Available Information and materials used in the preparation of this report include the following: ▪ City of Lakeville Record Plans ▪ Field Observations of the Area and Discussions with City Staff ▪ Boring Logs, Braun Intertec, dated November 6, 2014 and December 10, 2014 ▪ Utility Inspection Notes (Completed by the City of Lakeville and WSB Staff) ▪ Private Utility Record Drawings ▪ City of Lakeville Street Reconstruction Assessment Policy 2.2 General Background 2.2.1 Project Location The street proposed for improvements is Kenrick Avenue from a point approximately 200 feet south of the intersection with Maple Island Road (Burnsville, MN) to approximately a point approximately 340 feet north of Kenrick Circle, adjacent to the south driveway entrance to Mills Fleet Farm (17070 Kenrick Avenue). 2.3 Existing Conditions 2.3.1 Public Roadway Surface The existing bituminous surface on Kenrick Avenue is aging and experiencing various severities of distress including block, transverse, and longitudinal cracking. Well over sixty percent (60%) of the curb and gutter is structurally deficient with cracking, settlements, and weed overgrowth in joints, resulting in isolated drainage issues. Concrete sidewalks are located within the project area along the entire east side of Kenrick Avenue, and along the west side from 162nd Street West (CSAH 46) to Kenrick Loop. The concrete sidewalks are generally in good condition, with minor cracking, settlements and heaving. Additionally, a majority of existing pedestrian curb ramps do not meet the current Americans with Disabilities Act (ADA) design standards. Feasibility Report Kenrick Avenue Improvement Project City of Lakeville Project No. 18-03 WSB Project No. R-010529-000 Page 3 Table 1 below provides a summary of existing street conditions within the Kenrick Avenue Improvement Project. 2.3.2 Public Storm Sewer City record drawing information indicates that storm sewer facilities exist throughout the project area. Runoff from the Kenrick Avenue Improvement Project area is tributary to the Crystal Lake Stormwater District. The City’s Public Works Department has reported that the majority of the existing storm sewer infrastructure has historically performed acceptably. City Staff along with WSB representatives have completed an inspection of the storm sewer system and have provided recommendations for repairs and replacement that include: castings, adjustment rings, and structure replacement. Localized drainage issues were identified by City staff at each of the three parking lot entrances to Mills Fleet Farm along Kenrick Avenue. 2.3.3 Public Watermain City record drawing information indicates that the existing watermain located within the Kenrick Avenue Improvement Project is primarily 12-inch ductile iron pipe (DIP) with some segments of 8-inch DIP, installed between the years of 1980-1986. The City’s Public Works Department has reported minimal watermain maintenance issues within the project area, except for a section of watermain located at the intersection with 167th Street West. City staff performed a soil analysis in this area and discovered the existing soils are corrosive to ductile iron pipe. An inspection of the hydrants and gate valves within the project area revealed that one hydrant valve is seized and two hydrants were installed without gate valves. 2.3.4 Public Sanitary Sewer The existing sanitary sewer located within the Kenrick Avenue Improvement Project north and east of Kenrick Loop is 8-inch polyvinyl chloride (PVC) pipe, and the sanitary sewer south of 170th Street West is 8-inch DIP forcemain. No north/south sanitary sewer pipe exists along Kenrick Avenue from 170th Street West to Kenrick Loop, however, there is a 1.5-inch PVC service crossing at 167th Street West that serves the Metro Transit Park and Ride facility. In the summer of 2017, the City’s Public Works Department televised the sanitary sewer and inspected all of the sanitary sewer manholes. All of the sanitary sewer manhole structures were identified as being in good condition and therefore do not require replacement. All sanitary manhole castings and adjustment rings will be replaced and installed with chimney seals to conform to City specifications, reduce the potential for inflow/infiltration issues, and to extend the useful life of the manholes. Surface improvements include full-depth bituminous reclamation. Reclamation is the process by which the existing deteriorating roadway surface is reclaimed and mixed with the existing aggregate base and reused as aggregate roadway base for the new street section. Street grades will closely match the existing grades so as to minimize construction impacts to adjacent properties. Minor adjustments to select roadway vertical profiles will be proposed to improve drainage conditions. Over sixty percent (60%) of the existing curb and gutter within the project is structurally deficient, experiencing joint separation with weed growth, cracks, and other signs of structural deficiencies, and therefore, complete concrete curb and gutter replacement is proposed. Kenrick Avenue is designated as Major Collector in the City’s Comprehensive Transportation Plan and will be reclaimed and reconstructed in accordance with the City’s collector roadway design standards. The Kenrick Avenue street section is proposed to consist of the following section: 2 inches of bituminous wearing course, 4 inches of bituminous base course, and a minimum of 8 inches of reclaimed aggregate base over an acceptable, compacted subgrade. Appendix A illustrates the proposed collector roadway section. All existing pedestrian curb ramps within the project area that do not conform to current ADA design standards will be reconstructed, and all damaged or structurally deficient sidewalk panels will be replaced, including those panels along the east side of Kenrick Avenue, south of 170th Street that are affected by curb and gutter replacement. 2.4.2 Public Storm Sewer Reconstruction of the street provides a timely opportunity to improve drainage conditions and increase the longevity of the street section by installing additional storm sewer facilities. Structures that have been identified as needing rehabilitation will undergo necessary interior repairs. It is the City’s practice to install storm sewer castings meeting current City Standards on all catch basins within the project area. Therefore, structure top slabs or entire structures will be replaced to accommodate the transition. Potential drainage improvements to be evaluated with final design of the project include enhancements to the existing storm sewer facilities and the addition of catch basins along Kenrick Avenue, south of 170th Street, adjacent to Mills Fleet Farm, where known drainage issues were identified. 2.4.3 Public Watermain Improvements It is proposed that in conjunction with the surface improvements within the Project, the service life of the existing watermain systems be extended by installing corrosion protection, in addition to section replacement with a non-corrosive pipe material. Soil borings collected in 2014 revealed the soils along Kenrick Avenue are corrosive to iron pipe. Installation of corrosion protection will directly connect the iron watermain pipe to a more easily corrodible material, or “sacrificial anode,” which corrodes first instead of the iron watermain, thus reducing the rate of deterioration of buried iron pipes. This effort will extend the service life of the existing watermain without replacing the entire watermain system. Corrosion protection has been shown to extend the service life of the watermain at a lower cost than pipe repairs or main replacements. In addition to the installation of corrosion protection within the Kenrick Avenue Improvement Project area, all watermain bolts at existing hydrants and watermain valve locations will be replaced with stainless steel bolts, which are more resistant to the corrosive nature of the underlying soils. Feasibility Report Kenrick Avenue Improvement Project City of Lakeville Project No. 18-03 WSB Project No. R-010529-000 Page 5 Additionally, approximately five hundred feet (500’) of existing DIP watermain north and south of the intersection with 167th Street West will be replaced with non-corrosive PVC pipe due to deterioration of the existing pipe and frequent break history experienced at this location. 2.4.4 Public Sanitary Sewer Improvements Sanitary sewer manholes within the project area will receive new rings, castings, and external chimney seals as part of the project to reduce the potential for inflow and infiltration (I & I) issues and reduce the frequency of maintenance repairs. 2.4.5 Public Street Sign Replacement All existing street signs within the project will be replaced with new street signs that meet the Federal Highway Administration’s (FHWA) requirements for retro-reflectivity. 2.4.6 Mailbox Replacement It is the City’s intent to salvage and reinstall all existing mailboxes and mailbox supports that may be impacted with construction. In the event the condition of the existing mailbox support warrants replacement prior to reinstallation, the City is proposing to salvage the existing mailbox and install a new mailbox support that will meet both City Standards and United States Postal Service (USPS) requirements. 2.4.7 Permits/Approvals An NPDES permit for construction activity will be required since more than one (1) acre will be disturbed by construction activities with the project. A Dakota County Work in Right-of-Way user registration will be required for work associated with matching into 162nd Street/CSAH 46 and for any county roads that may be used as a haul route for the project. Additionally, construction activities at the intersection with 162nd Street/CSAH 46 will require coordination with Dakota County and MnDOT to ensure intersection operations are maintained during signal loop disruptions. 2.4.8 Construction Access/Staging The contractor will be responsible for providing access to all properties throughout the Project. Adequately signed detours will be identified to direct traffic around the construction zones and notify users of the increased truck and construction activity. Construction will be phased such that work south of 162nd Street/CSAH 46 will begin in the beginning of July as to minimize the impact to businesses during the late spring/early summer months. Access to Metro Transit’s Kenrick Avenue Park and Ride facility must also be maintained during construction. Detailed construction phasing plans will be developed with final design of the project. 2.4.9 Public Involvement A neighborhood meeting was held to discuss the proposed improvements on June 21, 2017 for all property owners within the proposed project area. Information regarding the proposed improvements, funding, schedule, and impacts associated with the project were discussed. Comment cards were made available to attendees at the meetings, however none were filled out and submitted to the City. City staff indicated that there was general approval and desire for the project. FINANCING 3.1 Opinion of Cost A detailed opinion of cost for the Kenrick Avenue Improvement Project can be found in Appendix B of this report. The opinion of cost incorporates estimated 2018 construction costs and include a ten percent (10%) contingency factor. Indirect costs are projected at twenty eight percent (28%) of the construction cost and include engineering, legal, financing, and administrative costs. 3.2 Funding Financing for the street and storm sewer improvements within the Kenrick Avenue Improvement Project will come from City Funds and Special Assessments. The watermain repairs are proposed to be financed by the City’s Water Operating Fund. The sanitary sewer repairs are proposed to be financed by the City’s Sanitary Sewer Operating Fund. Special Assessments to benefitting properties are proposed to fund forty percent (40%) of the assessable roadway section and storm sewer improvements identified to be reconstructed for the project, with the remaining sixty percent (60%) funded using City Funds. Assessments for this project were calculated on a front foot basis as identified in the City’s Assessment Policy, and were prorated based on assessable front footage of benefitting properties. As much of the frontage along Kenrick Avenue is not assessable (specifically, all of I-35 frontage along the west side of Kenrick Avenue), the specially assessed share (40%) has been prorated to reflect only that frontage that can be specially assessed (52.92%), as shown below. FEASIBILITY AND RECOMMENDATION The Kenrick Avenue Improvement Project includes roadway reclamation, watermain improvements, sanitary sewer improvements, storm sewer improvements, pedestrian ramp installation, complete concrete curb and gutter replacement and spot sidewalk replacement. Structurally deficient storm sewer and storm sewer structures identified by the City’s Public Works Department will also be replaced as a part of this project. The total estimated cost for the Kenrick Avenue Improvement Project including roadway, storm sewer, sanitary sewer, and watermain improvements is $2,961,260. Proposed funding for the project is provided through a combination of Special Assessments and City Funds. Construction costs are based on anticipated construction costs for 2018. This project is feasible, necessary, and cost effective from an engineering standpoint. The project feasibility is subject to financial review by the City. Based on the information contained in this report, it is recommended to proceed with the improvements as outlined in this report. Standard penetration test borings are designated by the prefix “ST” (Split Tube). All samples were taken with the standard 2” OD split-tube sampler, except where noted. Power auger borings were advanced by 4” or 6” diameter continuous- flight, solid-stem augers. Soil classifications and strata depths were in- ferred from disturbed samples augered to the surface and are, therefore, somewhat approximate. Power auger borings are designated by the prefix “B.” Hand auger borings were advanced manually with a 1 1/2” or 3 1/4” diameter auger and were limited to the depth from which the auger could be manually withdrawn. Hand auger borings are indicated by the prefix “H.” BPF: Numbers indicate blows per foot recorded in standard penetration test, also known as “N” value. The sampler was set 6” into undisturbed soil below the hollow-stem auger. Driving resistances were then counted for second and third 6” increments and added to get BPF. Where they differed significantly, they are reported in the following form: 2/12 for the second and third 6” increments, respectively. WH: WH indicates the sampler penetrated soil under weight of hammer and rods alone; driving not required.
