Memorandum
To: Mayor, City Council and Justin Miller, City Administrator
From: John Hennen, Parks and Recreation Director
Date: October 19, 2017
Subject: Antlers Park Master Plan Review
BACKGROUND
As the Mayor and City Council are aware, the City acquired approximately six acres of
property which abuts Antlers Park that will allow for the park’s expansion. City Staff has been
working with WSB and Associates over the past number of months on developing a Master
Plan for Antlers Park. Staff and the consultant have received numerous comments and input
from the community on the types of amenities they would like to see added or improved
upon at the park.
These comments were received through a Public Park Visioning Meeting, community events,
an online survey completed by 914 individuals and finally, a second online survey which was
completed by 277 individuals on three Master Plan concepts. These three concepts and
ultimately a Preliminary Master Plan for Antlers Park was reviewed by the Parks, Recreation
and Natural Resources Committee (PRNRC). The PRNRC reviewed and recommended
approval of the attached Antlers Park Preliminary Master Plan on at their Sept. 20th, 2017
meeting.
PRELIMINARY MASTER PLAN
Attached is the Antlers Park Preliminary Master Plan along with an estimated construction
budget. Staff along with Candace Amberg of WSB will present the Preliminary Master Plan to
the Mayor and City Council which includes items such as; a central plaza, historical displays,
children’s playground, ornamental splashpad with fountain, regional trailhead, and historic
grande promenade drive and drop-off area along with many additional features. As you will
note the estimated cost to construct the Antlers Park Preliminary Master Plan is $7.4 million.
Staff and the Council will be discussing funding options for the project as a separate
discussion item as part of the Work Session meeting.
DIRECTION
