Mr. Licht referred to the memo regarding the 2018 Comp. Plan that was prepared for the work session. He summarized the proposed schedule for review of Comp. Plan language before moving to review the draft document beginning with the introduction, Thrive MSP 2040 Community Designation, and the Social Profile of population, households, and employment. Chair Swenson suggested that the number of new homes built each year over the past 10 plus years be added to give perspective to the City’s growth. Mr. Licht said that this would be added to the housing section of the plan. The Planning Commission discussed the occupation information outlined in the social profile. Mr. Licht noted that these are the occupations of Lakeville residents, and not the occupation numbers for the jobs in Lakeville. Mr. Licht then moved on to Community Perspectives and discussed the challenges for developing related to MUSA Staging. Future land use, specifically along Cedar Avenue, will be the biggest question of the plan. The housing section will need to address the amount of workforce housing that the Metropolitan Council expects Lakeville to provide by 2030. Mr. Licht said that transportation, specifically investment in streets and transit to support new development, is a major issue not addressed by Thrive MSP 2040 as there is no funding identified for system capacity improvements. With regards to schools, Commissioner Bakewicz noted that in her neighborhood, empty nesters are starting to move out and new families with young children moving in. Mr. Licht noted that the City Council has a joint work session with the ISD 194 School Board scheduled on October 30th to discuss future plans. Planning Commission Work Session Minutes – October 19, 2017 Page 2 With regard to Airlake Airport, Chairman Swenson asked if the plan needed to include a statement about annexation and Mr. Licht agreed. Parks and Trails are discussed in depth in the 2015 Parks, Trails, and Open Space Plan and no modifications of that document are anticipated as part of the current process noted Mr. Licht. Mr. Licht stated that there would also be provisions on sustainability incorporated throughout the plan documents to address conservation of resources both during development and during the useful life of the land use or infrastructure. Mr. Licht referenced policies established by the Metropolitan Council as part of Thrive MSP 2040 and the MPCA GreenSteps Cities program. Commissioner Drotning inquired about electric vehicles and the impact they might have. Mr. Licht noted that, at this time, the charging systems on the vehicles are not standardized and there is no broadly installed infrastructure for recharging, which limits the opportunity for conversion to this form of vehicle. The work session was adjourned at 7:40 p.m. Respectfully submitted, Frank Dempsey, Associate Planner Kris Jenson, Associate Planner
