PLANNING COMMISSION WORK SESSION MINUTES
October 19, 2017
Chair Swenson called the work session to order at 6:45 p.m.
Members Present: Chair Jason Swenson, Brooks Lillehei, Karl Drotning, Jason Kelvie,
Scott Einck, Elizabeth Bakewicz, Jeff Witte
Members Absent: Vice Chair Pat Kaluza, Paul Reuvers, Ex-Officio Mike Lamm
Staff Present: Associate Planner Frank Dempsey, Associate Planner Kris Jenson,
Planning Consultant Daniel Licht
Comprehensive Plan Discussion
Chair Swenson called to order the work session and turned the work session over to
Consultant Daniel Licht.
Mr. Licht referred to the memo regarding the 2018 Comp Plan that was prepared for the
work session. He summarized the proposed schedule for review of comp plan language
before moving to review the draft document beginning with the introduction, Thrive MSP
2040 Community Designation, and the Social Profile of population, households, and
employment.
Chair Swenson suggested that the number of new homes built each year over the past
10 plus years be added to give perspective to the City’s growth.
Mr. Licht noted that the Leisure and Hospitality category of Occupations included
restaurants and that these are the occupations of Lakeville residents and not the
occupation numbers for the jobs in Lakeville.
Mr. Licht then moved on to Community Perspectives and discussed the challenges for
developing related to MUSA Staging. Future land use, specifically along Cedar Avenue,
will be the biggest question of the plan. The Housing section will need to address the
amount of affordable housing that Met Council feels that Lakeville needs to provide.
Transportation looks at roads and transit, despite there not being funding for
improvements.
With regards to schools, Commissioner Bakewicz noted that in her neighborhood,
empty nesters are starting to move out and new families with young children moving in.
Mr. Licht noted that the City Council has a joint work session with the school district
scheduled to discuss future plans.

With regard to Airlake Airport, Chairman Swenson asked if the plan needed to include a
statement about annexation and Licht agreed.
Parks and Trails are discussed in depth in the 2015 Parks, Trails, and Open Space
Plan.
Mr. Licht stated that there would also be a section on sustainability, about how cities
maintain what they have after it’s built.
Commissioner Drotning inquired about electric vehicles and the impact they might have.
Mr. Licht noted that at this time the charging systems on the vehicles are not
standardized, which may be keeping sales of these vehicles down.
The work session was adjourned at 7:40 p.m.
