GRANT AGREEMENT FOR THE SEALING OF WELL 7
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution approving the
Minnesota Department of Health grant agreement for Well 7.
Overview
As part of the Well 21 and 22 project the City will be sealing Well 7, located near the intersection
of 205th Street and Kenrick Avenue. Use of this well has been limited to emergencies only and as
such has not been used in the past 15 years. Sealing the well is a reasonable precaution against
potential contamination of the aquifer and allows the City to drill a usable production well in
another location.
The Minnesota Department of Health solicits applications to provide cost share funding to public
water supply owners to properly seal any unused wells. Funding is provided through the Clean
Water, Land and Legacy Amendment. Grant recipients are reimbursed up to 50 percent of the
cost of sealing an unused well.
The grant provides up to $23,462.00 toward the sealing of Well 7. The sealing of the well was part
of the contract for the drilling of Wells 21 and 22. The resolution also designates Christopher J.
Petree as the City’s authorized representative for actions concerning the grant and well sealing.
Primary Issues to Consider
• Is sealing the well necessary? The use of Well 7 was identified in 2001 as having a potential
adverse impact on private wells located in the southwest corner of the City and in adjacent
townships. As a result, the well has been limited to emergency use. With the addition of other
wells in the City it has not been necessary to use Well 7 for the past 15 years. Sealing and
abandoning the well eliminates possible contamination to the aquifer.

RESOLUTION APPROVING THE MINNESOTA DEPARTMENT OF HEAL TH
GRANT AGREEMENT FOR THE SEALING OF WELL 7
WHEREAS, the City of Lakeville is a municipal corporation organized and existing
under the laws of the State of Minnesota, and
WHEREAS, under Minnesota Statutes 144.0742 and Section 114D.50 Clean Water Fund,
the State is empowered to enter into this grant agreement, and
WHEREAS, the public water supply owner is responsible for sealing any unused well that
it owns, and
WHEREAS, the grantee represents that is it duly qualified and will perform all duties
described in the agreement to the satisfaction of the State.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville, Minnesota:
1) That Christopher Petree, Public Works Director, is designated as the proper authority
to apply for and receive Minnesota Department of Health grant funding, and
2) Pursuant to Minnesota Statutes section 16B.98, subdivision 1, agrees to minimize
administrative costs as a condition of this grant.
