HomeMy WebLinkAboutItem 07 Date: November 20, 2017 Item No. RESOLUTION ORDERING THE 2018 STREET RECONSTRUCTION PROJECT AND AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS AND ADVERTISEMENTS FOR BID Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution ordering the 2018 Street Reconstruction Project and authorizing the preparation of plans and specifications and advertisements for bid for the 2018 Street Reconstruction Project, City Improvement Project 18-02. Overview At its October 16, 2017 meeting, the Lakeville City Council received a Feasibility Report for the 2018 Street Reconstruction Project and set a public hearing for November 20, 2017. Notice of the public hearing was published and forwarded to the affected property owners. Prior to the public hearing, City Staff will provide a brief presentation of the project, estimated project costs and assessments. Following the public hearing and if the City Council elects to proceed with the project, City staff recommends that the City Council approve the attached resolution ordering the 2018 Street Reconstruction Project and authorizing the preparation of plans and specifications. Financial Impact: $8,881,499.00 Budgeted: Yes Source: 429 Bonds & Utility Funds Related Documents (CIP, ERP, etc.): CIP Community Values: Good Value for Public Services Report Completed by: Chris Petree, Public Works Director 2 CITY OF LAKEVILLE RESOLUTION NO: RESOLUTION ORDERING THE 2018 STREET RECONSTRUCTION PROJECT AND AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS AND ADVERTISEMENTS FOR BID WHEREAS, on October 16, 2017, the City Council fixed a date for public hearing on the 2018 Street Reconstruction Project. The project will include property in that part of Sections 5 and 8 Township 114 Range 20 within the City of Lakeville, Dakota County, Minnesota, and also being in subdivisions: Crystal Lake Golf Estates and Crystal Lake Golf Estates 2nd, 4th, and 5th Additions; Trotters Ridge and Trotters Ridge 2nd Addition; Hypointe Crossing and Hypointe Crossing 2nd Addition; Walnut Ridge; Crystal Lake Club House; Crystal Lake Country Club and Crystal Lake Country Club 2nd Addition; Homestead Creek and Homestead Creek 2nd, 3rd, and 4th Additions; Tutor Time Addition; Sanasha Knolls 2nd Addition; Dakota Heights 7th and 8th Additions; Daniels Addition and Daniels 2nd, and 3rd Additions; Andersons Century Farm and Anderson Century Farm 2nd Addition, City Improvement Project 18-02; and WHEREAS, the required published notices of hearing through a weekly publication were given, the required mailed notice of the improvement hearing was given to each property owner in the proposed assessment area at least ten days prior to the hearing, and the hearing was held on November 20, 2017, at which time all persons desiring to be heard were given an opportunity to be heard. NOW, THEREFORE, BE IT RESOLVED, by the Lakeville City Council: 1. The 2018 Street Reconstruction Project is hereby ordered as identified in the Feasibility Report for Project 18-02, dated October 16, 2017. 2. The City expects to issue bonds for the project costs. 3. The estimated project costs are $8,881,499.00, and anticipated funding sources are listed below. Staff is hereby authorized to make the appropriate transfers between funds with respect to the non-debt project funding sources up to 10% above the estimated costs. Funding transfers may include loans between funds to cover engineering and other costs incurred on the project in advance of receiving bond proceeds. Stat. 429.011 to 429.111. The area proposed to be assessed for the improvements is as follows: The project will portions of Crystal Lake Golf Estates and Crystal Lake Golf Estates 2nd, 4th, and 5th Additions; Trotters Ridge and Trotters Ridge 2nd Addition; Hypointe Crossing and Hypointe Crossing 2nd Addition; Walnut Ridge; Crystal Lake Club House; Crystal Lake Country Club and Crystal Lake Country Club 2nd Addition; Homestead Creek and Homestead Creek 2nd, 3rd, and 4th Additions; Tutor Time Addition; Sanasha Knolls 2nd Addition; Dakota Heights 7th and 8th Additions; Daniels Addition and Daniels 2nd, and 3rd Additions; Andersons Century Farm and Anderson Century Farm 2nd Addition. The estimated cost of the improvement is $8,881,499. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting. DATED this 16th day of October 2017.
