HomeMy WebLinkAbout17-173CITY OF LAKEVILLE RESOLUTION NO: 17-173 RESOLUTION ORDERING THE 2018 STREET RECONSTRUCTION PROJECT AND AUTHORIZING PREPARATION OF PLANS AND SPECIFICATIONS AND ADVERTISEMENT FOR BIDS WHEREAS, on October 16, 2017, the City Council fixed a date for public hearing on the 2018 Street Reconstruction Project. The project will include property in that part of Sections 5 and 8 Township 114 Range 20 within the City of Lakeville, Dakota County, Minnesota, and also being in subdivisions: Crystal Lake Golf Estates and Crystal Lake Golf Estates 2nd, 4th, and 5th Additions; Trotters Ridge and Trotters Ridge 2nd Addition; Hypointe Crossing and Hypointe Crossing 2nd Addition; Walnut Ridge; Crystal Lake Club House; Crystal Lake Country Club and Crystal Lake Country Club 2nd Addition; Homestead Creek and Homestead Creek 2nd, 3rd, and 4th Additions; Tutor Time Addition; Sanasha Knolls 2nd Addition; Dakota Heights 7th and 8th Additions; Daniels Addition and Daniels 2nd, and 3rd Additions; Andersons Century Farm and Anderson Century Farm 2nd Addition, City Improvement Project 18-02; and WHEREAS, the required published notices of hearing through a weekly publication were given, the required mailed notice of the improvement hearing was given to each property owner in the proposed assessment area at least ten days prior to the hearing, and the hearing was held on November 20, 2017, at which time all persons desiring to be heard were given an opportunity to be heard. NOW, THEREFORE, BE IT RESOLVED, by the Lakeville City Council: 1. The 2018 Street Reconstruction Project is hereby ordered as identified in the Feasibility Report for Project 18-02, dated October 16, 2017. 2. The City expects to issue bonds for the project costs. 3. The estimated project costs are $8,881,499.00, and anticipated funding sources are listed below. Staff is hereby authorized to make the appropriate transfers between funds with respect to the non -debt project funding sources up to 10% above the estimated costs. Funding transfers may include loans between funds to cover engineering and other costs incurred on the project in advance of receiving bond proceeds. 2 Anticipated Funding Source Amount Bond proceeds (to be repaid by property tax levies and special assessments) $7,574,095 Water Operating Fund 869,336 Sanitary Sewer Operating Fund 243,725 Storm Sewer Trunk Fund 44,352 Environmental Resources Fund 149,991 $8,881,499 4. WSB & Associates, Inc. is hereby authorized to prepare plans and specifications for the making of such improvements, and placing advertisements for bids.
