HomeMy WebLinkAboutItem 03A CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES November 16, 2017 Chair Swenson called the meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The pledge of allegiance to the flag was given. Members Present: Vice Chair Pat Kaluza, Brooks Lillehei, Karl Drotning, Jason Kelvie, Ex-officio Member Mike Lamm Members Absent: Chair Jason Swenson, Paul Reuvers, Scott Einck Others Present: Daryl Morey, Planning Director; Kris Jenson, Associate Planner; Penny Brevig, Recording Secretary 3. Approval of the Meeting Minutes The November 2, 2017 Planning Commission meeting minutes were approved as presented. 4. Announcements Mr. Morey reminded the Planning Commission about the work session immediately following tonight's meeting to discuss the 2018 Comprehensive Plan update. 5. Bethlehem Lutheran Church Vice Chair Kaluza opened the public hearing to consider the application of Station 19 Architects on behalf of Bethlehem Lutheran Church for a conditional use permit to allow a religious institution (church) in the RM-1, Medium Density Residential District, located east of Ipava Avenue, south of Indiana Avenue, and north of Lakeville North High School. Mandy McCulley from Station 19 Architects and Ben Blumer, Lead Pastor at Bethlehem Lutheran Church were present at tonight’s meeting. Ms. McCulley presented a brief overview of their request. She mentioned the total buildout of the church could be approximately 800 seats. Pastor Blumer indicated that their church was celebrating their 40th Anniversary. In 2011 the congregation reviewed their growth patterns and started looking for land to purchase to accommodate their growth. They chose the subject property for the future church construction. Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated that the subject property was preliminary platted with the Bethlehem First Addition. The plans propose a 400 seat sanctuary church, administrative offices, kitchen, and classrooms. The plans show a possible 400 seat future expansion for a total of +/- Planning Commission Meeting Minutes, November 16, 2017 Page 2 800 seats. An amendment to the CUP would be required if there was a future expansion to the building. Ms. Jenson indicated that the Bethlehem First Addition preliminary plat consisted of two lots: one lot for a 70 unit independent senior apartment building and the other lot for Bethlehem Lutheran Church. The Bethlehem Second Addition final plat and conditional use permit for the church will be presented simultaneously to the City Council. Ms. Jenson stated that the Zoning Ordinance allows religious institutions in the RM-1, Medium Density Residential District subject to approval of a CUP. Ms. Jenson reviewed the general performance standards for CUP’s which are listed in the November 9, 2017 planning report. Ms. Jenson stated that staff recommends approval of the Bethlehem Lutheran Church conditional use permit subject to the seven stipulations listed in the November 9, 2017 planning report and adoption of the Findings of Fact dated November 16, 2017. Vice Chair Kaluza opened the hearing to the public for comment. There were no comments from the audience. Motion was made by Kelvie, seconded by Drotning to close the public hearing at 6:10 p.m. Voice vote was taken on the motion. Ayes – unanimous Vice Chair Kaluza asked for comments from the Planning Commission. Discussion points included: • Commissioner Drotning confirmed that the access to Ipava Avenue will be right in/right out only and the access to Indiana Avenue will allow full turning movements. • Commissioner Lillehei referred to Stipulation 3 and asked about the screening panel materials and what they looked like. Ms. Jenson explained that the metal rooftop screening panels would match the color scheme of the building. The cross-section plans show that the mechanical units would not be visible from the right-of-way, but stipulation 3 was included as a safeguard. • Vice Chair Kaluza asked about the potential for cut-through traffic to avoid the Ipava Avenue intersection to get to Indiana Avenue. Ms. McCully indicated that the church will monitor this potential situation and if it becomes an issue they will consider installing signage and/or speed bumps. Motion was made by Lillehei, seconded by Kelvie to recommend to City Council approval of the Bethlehem Lutheran Church conditional use permit to allow a religious institution (church) in the RM-1, Medium Density Residential District, located east of Ipava Avenue, south of Indiana Avenue, and north of Lakeville North High School, and Planning Commission Meeting Minutes, November 16, 2017 Page 3 adoption of the Findings of Fact dated November 16, 2017, subject to the following stipulations: 1. The recommendations listed in the Engineering Division memorandum dated November 9, 2017 2. The building and site shall be developed consistent with the plans approved by the City Council. 3. If rooftop mechanical units are visible from the public right of way upon completion of the building, screening panels must be installed. 4. The Grade A and Grade B exterior building materials shall not be painted. 5. A landscape security, in an amount to be determined, shall be submitted with the final plat. 6. A sign permit application shall be submitted and approved by the City prior to the installation of any signage. 7. The future building addition requires approval of a conditional use permit amendment. Ayes: Kelvie, Lillehei, Kaluza, Drotning Nays: 0 There being no further business, the meeting was adjourned at 6:17 p.m. and the Planning Commission immediately went into their work session.
